Army Launches Website for Flood Affected : “suryahopes.in”
For the benefit of all the flood affected people, Central Command launched an exclusive website today. The site “suryahopes.in” gives minute to minute update on Army operations across Uttarakhand, location wise data of people stranded at various places, list of rescued persons, helpline numbers, latest news about flood victims and provides links to Uttarakhand government web site and google sites giving information on flood affected people. The website is being updated as and when the information is available. The data link is also duplicated on www.indianarmy.gov.in

Earlier in the day, Army Engineers moved swiftly and constructed a steel bridge across Alaknanda at Lambagar. The Engineers constructed the bridge throughout the night in inclement weather conditions to ensure that the bridge was ready for use by pilgrims evacuating by foot from Badrinath.

Evacuation from both Harsil and Badrinath continued throughout the day. 500 people have been evacuated from Harsil by air and 800 people have been evacuated from Badrinath till now. 375 of them have moved on foot. Approximately 450 are still awaiting evacuation from Harsil and approximately 3000 are waiting for their turn at Badrinath.

Army search operations in Jungle Chatti continued for the third day. No stranded pilgrims were found in this area for third consecutive day.

Veterniary medical aid team treated more than 100 animals today on Hemkund axis. The animals got stranded following washing away of bridge at Govind Ghat. Besides, two Army psychiatrists interacted with stranded pilgrims and provided them professional counselling.

Army has so far evacuated more than 33,000 people since 17 June. 25,000 of them by foot alone while 8000 were moved out by helicopter. 13 Army Aviation aircraft conducted 600 sorties to evacuate 2715 people and ferry 24 tons of food, fuel, medicines, blankets and relief material to the people.

Central employees and pensioners have reason to cheer as the next D.A. hike from 1st July'13 is going to be 10%.
Dearness Allowance = (Avg of AICPI for the past 12 months – 115.76)*100/115.76
 D.A. is calculated on the average of AICPIN No.s for the last 12 months. We have got 11 of them published already and the last month (June'13) number is yet to come out. But 2/3 points increase or decrease is not going to matter this time. Whatever may the number for the last month (June'13), whether increases or decreases a couple of points, D.A. is going to be 90% of basic pay with effect from 1st July 2013.
As most of the state Governments do follow the central D.A. pattern, it may bring cheer to them also.

Pestilence fears: Efforts on to avert epidemic ; state copes with poor sanitation

Fears of epidemic in flood-ravaged Uttarakhand were realised as the state reported many cases of cholera. In the aftermath of the devastating floods, the state is continuing to cope with poor sanitation, which, coupled with open defecation and consumption of contaminated food, could have resulted in cholera and diarrhoea, according to experts.

A member of the National Disaster Response Force from Shimoga, Dr Kumar VLS, who has been part of rescue operations in the flood-hit state since June 21, said around 15 cholera cases were reported in Dehradun and Uttarkashi. Some diarrhoea cases were also reported.

However, medical test report is yet to confirm any significant increase in the number of cholera cases.

While consumption of contaminated water and open defecation are suspected to be the major reason for the outbreak, cholera could not have been caused by corpses as they were washed away by rainwater. Moreover, bodies in Kedarnath have been cleared away.

In an exclusive chat with Deccan Herald, Dr Kumar, a practising dental surgeon in Shimoga, said: “With the sole intention of preventing the outbreak of water-borne diseases in the flood-ravaged state, we are purifying water through two kinds of mobile water treatment machines. One is attached to a trailer and the other is portable.”

The team is using five such machines in Uttarkashi. Three of them are portable and two are mobile water treatment machines, Dr Kumar said.

“They function on three-way process. The cartridge filter distils particle more than 50 microns, carbon filter removes odour and taste, and ultra violet rays remove bacteria, virus and purify water,” Dr Kumar said.

Purified water is being supplied to the  tourists who are trapped in Pithoragarh district  and Uttarkashi.

“We have a team of experts to operate these machines. In this way, we are doing our best to rescue the stranded pilgrims and protect their health,” he added.

P Sathasivam to be new Chief Justice of India
New Delhi, Jun 29, 2013 (PTI):

Supreme court Judge P Sathasivam will be appointed as the next Chief Justice of India (CJI) after the expiry of present incumbent Altamas Kabir's tenure.

President Pranab Mukherjee has given his nod for the appointment of Sathasivam as the next Chief Justice, official sources said.

64-year-old Sathasivam has joined as a permanent judge of the Madras High Court in January 1996 after which he was transferred to the Punjab and High Court in April 2007. He was appointed as a Supreme Court judge on August 21, 2007.

Sathasivam, who will be the 40th CJI, will have tenure till April 26, 2014. The incumbent Chief Justice retires on July 18 after having a little over nine months tenure. Kabir was appointed CJI on September 29 last year.A

சென்னை: தமிழகத்தை சேர்ந்த நீதிபதி பி.சதாசிவம் இந்திய  தலைமை நீதிபதியாக நியமிக்கப்பட்டு உள்ளார். இதற்கான ஒப்புதலை ஜனாதிபதி பிரணாப் முகர்ஜி வழங்கியுள்ளார். 60 ஆண்டுக்கு பின் முதன்முறையாக தமிழகத்தை சேர்ந்தவர் பதவியேற்கிறார். உச்ச நீதிமன்ற தலைமை நீதிபதி அல்டமாஸ் கபீர், அடுத்த மாதம் 18ம் தேதி ஓய்வு பெறுகிறார். இவர் கடந¢த ஆண்டு செப்டம்பர் 29ம் தேதி முதல் தலைமை நீதிபதியாக பதவி வகிக்கிறார். இவர் ஓய்வு பெறுவதை அடுத்து அவருக்கு அடுத்து சீனியாரிட்டியில் உள்ள தமிழகத்தை சேர்ந்த பி.சதாசிவம் உச்ச நீதிமன்ற தலைமை நீதிபதியாக பொறுப்பேற்க உள்ளார். இதற்கான நடைமுறைகளை மத்திய சட்ட துறை கடந்த சில மாதங்களாக தயாரித்து வந்தது.
இந்நிலையில், சதாசிவத்தை உச்ச நீதிமன்ற தலைமை நீதிபதியாக நியமிக்க கோரும் பரிந்துரையை ஜனாதிபதி பிரணாப் முகர்ஜிக்கு மத்திய அரசு சமீபத்தில் அனுப்பி வைத்தது. மத்திய அரசின் பரிந்துரையை ஏற்று கொண்ட ஜனாதிபதி, உச்ச நீதிமன்ற தலைமை நீதிபதியாக பி.சதாசிவத்தை நியமனம் செய்வதற்கான ஒப்புதலை வழங்கியுள்ளார். இதற்கான அதிகாரப்பூர்வ அறிவிப்பு சில நாட்களில் வெளியாகும். தமிழகத்தை சேர்ந்த ஒரு நீதிபதி, உச்ச நீதிமன்ற தலைமை நீதிபதியாக நியமிக்கப்படுவது இதுவே முதல் முறை. ஈரோடு மாவட்டம் பவானி தாலுகா கடப்பநல்லூர் கிராமத்தில் சாதாரண விவசாய குடும்பத்தில் பிறந்தவர் பி.சதாசிவம். இவர் சட்ட படிப்பை முடித்து கடந்த 1973ல் சென்னை உயர் நீதிமன்றத்தில் வக்கீலாக பணியை தொடங்கினார். ரிட், சிவில், கிரிமினல் சட்டங்கள், கம்பெனி சட்டங்கள் போன்றவற்றில் சிறந்து விளங்கியவர். சென்னை உயர்நீதிமன்றத்தில் அரசு வக்கீலாகவும், கூடுதல் அரசு பிளீடராகவும், சிறப்பு அரசு பிளீடராகவும் பணியாற்றி உள்ளார். தமிழக போக்குவரத்து கழகம் உள்ளிட்ட அரசு நிறுவனங்களின் சட்ட ஆலோசகராகவும் பணியாற்றினார். கடந்த 1996 ஜனவரி 8ம் தேதி சென்னை உயர் நீதிமன்ற நீதிபதியாக பொறுப்பேற்றார். 2007 ஏப்ரல் 20ம் தேதி பஞ்சாப்,அரியான உயர் நீதிமன்றத்துக்கு மாற்றப்பட்டார். கடந்த 2007 ஆகஸ்ட் 21ம் தேதிஉச்ச நீதிமன்ற நீதிபதியாக நியமிக்கப்பட்டார்.

ரிலையன்ஸ் நிறுவன வழக்கு, ஆஸ்திரேலிய கிறிஸ்தவ பாதிரியார் கிரஹாம் ஸ்டூவர்ட் மற்றும் அவரது 2 மகன்கள் கொலை செய்யப்பட்ட வழக்கு, குழந்தைகள் பாதுகாப்பு மையத்தில் உள்ள குழந்தைகள் பாலியல் கொடுமைக்கு ஆளானது தொடர்பான வழக்கு, 1984ல் நடந்த சீக்கியர்கள் கலவர வழக்கு, பாகிஸ்தானை சேர்ந்த கலில் கிஸ்தி வழக்கு, மாயாவதி மீதான சொத்துக் குவிப்பு வழக்கு, மும்பை குண்டுவெடிப்பு வழக்கு, மும்பை குண்டு வெடிப்பு வழக்கில் நடிகர் சஞ்சய்தத் தொடர்ந்த மேல் முறையீட்டு வழக்கு உள்ளிட்ட முக்கிய வழக்குகளில் தீர்ப்பளித்துள்ளார். தற்போது, தேசிய சட்டப் பணிகள் ஆணைக் குழுவின் செயல் தலைவராகவும் பொறுப்பேற்றுள்ளார். மக்கள் மத்தியில் சட்ட அறிவு எவ்வளவு முக்கியம் என்பது குறித்த விழிப்புணர்வை ஏற்படுத்தும் முகாம்களை நடத்துவதற்கு நீதிபதி சதாசிவத்தின் முன் முயற்சியே காரணம் என்பது குறிப்பிடத்தக்கது. உயர் நீதிமன்றங்கள் மற்றும் கீழ் நீதிமன்றங்களில் உள்ள நீதிபதிகள் மற்றும் வக்கீல்களிடம் சிறந்த நீதிபதி என்ற பெயரைப் பெற்றுள்ள நீதிபதி சதாசிவம், ஜூலை 19ம் தேதி உச்ச நீதிமன்ற தலைமை நீதிபதியாக பதவியேற்கிறார். இவர் இந்தியாவின் 40வது தலைமை நீதிபதியாவார். 60 ஆண்டுக்கு பின்  முதன்முறையாக தமிழகத்தை சேர்ந்தவர் பதவியேற்கிறார் என்பது குறிப்பிடத்தக்கது. மொழிவாரி மாநிலங்கள் பிரிக்கப்பட்ட பிறகு தென் மாநிலத்தில் இருந்து இதற்கு முன்பு உச்ச நீதிமன்ற தலைமை நீதிபதியாக கே.ஜி.பாலகிருஷ்ணன் பதவி வகித்தார். அதற்கு பிறகு தமிழகத்தை சேர்ந்த பி.சதாசிவம் சுப்ரீம் கோர்ட் தலைமை நீதிபதியாக பொறுப்பேற்க இருக்கிறார். 2014 ஏப்ரல் 26ம் தேதி வரை உச்ச நீதிமன்ற தலைமை நீதிபதியாக பொறுப்பு வகிப்பார் என்பது குறிப்பிடத்தக்கது.

Chandigarh, June 28
The stage is set to connect the region with the rest of the country as the railways starts 16 new trains by the end of this financial year. The railway authorities today issued a fresh schedule for the new trains but did not give any dates for the plying of these trains.

Nine new trains will connect various cities of Punjab with Mumbai, Jammu, New Delhi and Rajasthan.

Besides, seven new trains will connect Chandigarh with Punjab, Uttarakhand, Jammu and Kashmir, Himachal Pradesh, Madhya Pradesh, Karnataka and Goa.

The schedule for trains extended from Punjab to Guwahati, Uttarakhand and Jammu and Kashmir has also been finalised. Further, trains from Goa and Bangalore have been extended up to Chandigarh for better connectivity.

The authorities have also released the timetable for the extension of trains to various destinations announced by former Railway Minister Pawan Kumar Bansal during the last Union Railway Budget.

Ambala Division railway manager PK Sanghi said they had received the schedule for new trains, extension of trains, change in timing and increase in frequency, but the final date for commencing of the trains was yet to be finalised by the board.

A senior board official said the date would be decided only after evaluating the availability of coaches and engines with the department.

Lieutenant Ganeve Lalji, a young intelligence officer, is set to create history by becoming the first woman to be appointed as a key aide to an Army Commander as part of Army Chief General Bikram Singh's efforts to provide more avenues to women in the force. She will become the aide-de-camps (ADC) of Central Army Commander Lt Gen Rajan Bakshi, who will be taking over his post in Lucknow on July 1. ADCs are officers who serve as a personal assistant of top officers, including the Army Chief and Army Commanders. — PTI

Sir,
I am directed to refer to the subject cited above and to say that a case of non-payment of ex-gratia amount of Rs. 9 lakhs by the UCO Bank, Jhajjar Branch came to the notice of the Department of Financial Services with the approaching that there may be more cases of nonpayment of pensionary benefits to ex-servicemen causing frustration and feeling of isolation in the minds of those who gave their best of life for defence of nation. Such instances may be easily lapped up by the media to paint a negative picture of the PSBs and the Government which could be avoided with a little alacrity on the part of the banking officials.

2. It is therefore requested to kindly look into the matter on top priority basis by sensitizing the bank officials to be more prompt on payment of pensionary benefits to the ex-servicemen without any further delay and also to the CPPCs which need to be streamlined for timely release of pensionary dues to the Armed Forces pensioners. Action taken in this regard be intimated to this Department at the earliest.

Sir,

With reference to Govt. of India, Ministry of Defence letter No.24(8)/03/US(WE)/D(Res) Dated 19th December, 2003, I am directed to convey the sanction of the President to amend and include following sub-paragraphs 2 under Heading “Travelling Allowance” as under :

TRAVELLING ALLOWANCE

12. The following procedure will govern the movement of patient to referred clinics :-

(a) Admissibility

(i) No change.

(ii) No Change

(iii) Air Travel Reimbursement for air travel in emergency cases will be considered on merits of individual case by the Ministry in consultation with MoD (Finance) provided the Medical officer of Polyclinic or the Specialist at Service Hospital certifies in writing that the air travel was absolutely essential and that travel by other means i.e. by rail or road etc., would have definitely endangered the life of the patient or involved the risk of serious aggravation of the condition of the patient.

(iv) Kidney Donor : Reimbursement of traveling allowance to the kidney Donor in connection with the journeys undertaken for donation of kidney is admissible at the following rates

(aa) If the donor is a non-ECHS beneficiary.- Will be admissible at the rates applicable to the recipient ECHS beneficiary.

(ab) If the Donor is another ECHS beneficiary- Will be admissible at the rate applicable to the donor.

(b) Ambulance Charges : Ambulance services authorised in Polyclinics/Military Hospitals may be utilized for patients when being referred to Service/Empanelled Hospitals in the same city. However, if Ambulance is not provided and Medical Authority (Medical Officer of Polyclinic or the Specialist at Service Hospital) certifies in writing that conveyance of the patient by any other mode would definitely endanger the life of the patient or involve the risk of serious aggravation of his/her condition, expenditure incurred on engagement of ambulance used to convey the patient will be reimbursed provided that the journey is undertaken within the same city.

2. This issues with the concurrence of Ministry of Defence (Finance) vide their U.O. No.1224/13.Fin..Pen dated 9th May, 2013.

Dispute over army pay hike implementation referred to Attorney General

After a tussle between Ministry of Defence (MoD) and Armed Forces over the 'interpretation' of the Supreme Court order on re-fixation of salary in accordance with fourth pay commission, the matter was today sent to Attorney General for his views on interpretation of the order.

Defence minister, AK Antony, today, called a high level meeting at south block to solve the issue after Chief of Defence Staff, NAK Browne had written a letter to ABP News about the apathy of MoD in re-fixation of officials from the rank of Captain to Brigadier (and equivalent in Indian Air Force and Indian Navy).
Earlier, Chief Of Staff Committee, in his letter, had pointed out the anomaly by MoD in misinterpreting the order. MoD has implemented the order ''as on 1/1/86'' while it should have been ''as effect from 1/1/86''.
Antony said in meeting that Supreme Court order should be implemented in ''letter and spirit''.
Meeting was attended by Chiefs of armed forces, Defence Secretary and other senior officials.
Retd. Defence Officers Association had fought the case in Supreme Court after which the apex court had ruled in favour of the officials of armed forces.
If implemented, this would benefit more than 45,000 officials (from the rank of Captain to Brigadier -- and equivalent in Indian Air Force and Indian Navy) of all the three forces.
It would cost Rs. 1623 crores to exchequer and that is the reason MoD is reluctant to pay this amount.

The news on retirement age 62 for central government employees  is not ending . One of the news paper in Goa, Oheraldo published a news about increasing retirement age of central government employees. Already we  posted a news about this and many popular news sites like Business standard, The Financial Express have also published a news about the possibility of  increasing retirement age to 62. There is a proverb  ’Where there’s smoke there’s fire’ . Many say that there is some truth behind every rumor. So obviously this rumour about increasing  retirement age  62 for central government employees  also can become a truth. The news published in Oheraldo is given below

 ”A move is afoot to raise the retirement age of over five million central government employees from 60 to 62 years, citing the longer span of life enabling most to be fit to work, though ostensibly it may be keeping an eye on the Delhi Assembly elections due in November to influence over 80 per cent of them living in the capital.

The Ministry of Personnel and Training has forwarded a proposal in this regard to the Prime Minister’s office (PMO) for inclusion in the agenda of the Cabinet for consideration, after securing consent of various ministries, sources said, claiming that it has an approval of the finance ministry. The decision will help immensely those on the verge of retirement to continue in service for two years.

The High Court judges already enjoy tenure up to 62 while the retirement age of the Supreme Court judges and the Election Commissioners is 65. The retirement age has also been raised to 62 in case of some key posts. It is already 62 years in case of the employees of the Madhya Pradesh government.

This will be the third time that the retirement age of the central staff is being raised and it is bound to have the cascading effect on the states coming under pressure from the employees’ associations to follow suit.

It was raised from 55 to 58 by then Prime Minister Jawaharlal Nehru in 1962 after the war with China and then to 60 years by the then NDA government in 1998 on the recommendation of the central pay commission.

The central staff is already quite happy with the government for getting as much as 80 per cent of the basic pay as the dearness allowance, thanks to the last hike of 8 per cent announced in April with retrospective effect from January 1. Just before the polls, they may get yet another DA hike as the pay commission recommendation accepted by the government mandates revision twice a year to match the rise or fall in the consumer price index of the industrial workers”

Commissioning ceremony of the 54th batch of probationer nurses, School of Nursing was held at Ayurvigyan Auditorium, Delhi Cantt today.

Lt Gen A S Narula, Commandant, Army Hospital (R&R) was the Chief Guest for the ceremony. The ceremony was also graced by Maj Gen H. Bhullar, Addl DGMNS.

Maj Gen Sunita Kapoor, Principal Matron, Army Hospital (R&R) welcomed the dignitaries. Lt Col Punita A Sharma, Principal Tutor delivered the batch report.

The 18 young nursing students commissioned as Lieutenants into Military Nursing Service will be posted to various Armed Forces Hospitals. Chief Guest in his address congratulated the newly Commissioned Nursing Officers and their proud parents. He emphasized to face the challenges ahead, work hard with dedication and to be an asset to the organization. He urged the Newly Commissioned Nursing Officers to nurture the ethics of MNS and uphold the tradition of MNS as well as to keep abreast with the latest developments in the field of medicine and nursing.

Maj Gen H J Bhullar, in her address emphasized that the practice of nursing in today`s scenario is influenced by modernization and advancement in scientific technology yet none of this can replace the touch in the nursing. Nursing demands qualities of compassion, empathy, devotion, courteous and politeness, initiativeness and patience clubbed with intelligence and above all co-operation and good team spirit.

The order on 78.2% IDA merger has finally been issued today the 10-06-2013, by the DoT. BSNL will issue the order tomorrow. It is a matter of grea relief that one of the most burning problem of the BSNL employees has finally been settled.It is also a matter of  joy that the retired comrades will get their pension refixed based on 78.2% IDA.

In exercise of the powers conferred by the Article 145 of Articles of Association of the Bharat Sanchar Nigam Limited (BSNL), the President is pleased to approve the proposal of BSNL regarding the fitment formula as per Department of Public Enterprises OM No.2(70)/08- DPE(WC)-GL-VII/09 dated 02.04.2009, Accordingly, in partial modification of this Department's Order No. 61-01/2009-SU dated 27.02.2009, the benefit of merger of 50% DA effectively amounting to 78.2% as on 01.01.2007 for the purpose of fitment in respect of the Board level & below Board Level executives and Non-Unionized Supervisors and Non- executives of BSNL is hereby allowed from the date of issue of this order.

2. No arrears will be paid and the revised fitment on the basis of DPE OM dated 02.04.2009 will be paid with prospective effect only.

3. BSNL has to bear the additional financial implication on account of revised fitment benefit for pay revision from its own resources and no budgetary support will be provided.

4. All instructions/guidelines issued by DPE from time to time in this regard may be scrupulously followed.

5. This has the concurrence of Internal Finance Division(TPF), Department of Telecommunications vide Dy. No. 05/171/PSF/13 dated 10.06.2013.

Stung MoD ‘ keen’ to resolve veterans’ woes

AGGRIEVED ex- servicemen and war widows, who have been demanding from the Ministry of Defence ( MoD) fair implementation of the Supreme Court order concerning their pay and pension, may finally get relief. Top sources in the ministry said that they would soon take “ significant steps” to resolve the conflict.
“ The defence minister is extremely concerned at the reports alleging mistreatment of veterans, and towards settling it he has asked the Defence Secretary R. K. Mathur to study the matter and take immediate steps,” a top official said.
It was also informed that the newlyappointed defence secretary will form a team and ensure total compliance with regards to the implementation of the Supreme Court’s order on the Rank Pay case. “ Defence minister will, most probably in July, convene a meeting with all the veterans’ organisations involved in this subject to personally understand and act,” the official said.
As facts stand, the MoD had been allowed till May 31 to complete the payment of arrears and pensions to over 45,000 officers who were the affected parties in the Rank Pay case. Despite seeking facts from the MoD’s public relations wing, the Directorate of Public Relations ( DPR) and the Department of Ex- Servicemen Welfare ( ESW), there was no reply on the subject. Notwithstanding the olive branch extended to it, the veteran community is not taking things at face value.
Air Marshal ( Retd) S. Y. Savur of the Retired Defence Officers Association ( RDOA) said, “ My personal take is that Antony is being misled by his bureaucrats about the way in which the MoD is appearing in the courts and how dangerously it can backfire.” Another RDOA colleague of his, Lt- Col.
( Retd) B. K. Sharma reacted by saying, “ MoD is very late. They were to first pay in November 2012, then in February and then court gave them till May to pay to all beneficiaries, i. e nine months after the court order. Even today the part payment has not been made completely. So we are not inclined to take their words very seriously.

Dear Sir/Madam,

Acknowledgement by banks at the time of submission of Form 15-G / 15-H

As you are aware banks are not required to deduct TDS from depositors who submit declaration in Form 15-G/15-H under Income Tax Rules, 1962.
However, it has been brought to our notice that despite submission of Form 15-G/15-H by customers, banks are deducting tax at source, at times, causing inconvenience to customers resulting in a number of complaints. Such instances arise because either the forms are misplaced or a track is not kept of forms received in the branches.

2. The matter has been examined by us in consultation with Indian Banks’ Association (IBA). With a view to protect interest of the depositors and for rendering better customer service, banks are advised to give an acknowledgment at the time of receipt of Form 15-G/15-H. This will help in building a system of accountability and customers will not be put to inconvenience due to any omission on part of the banks.
