Income Tax Exemption Slab Could be Raised Further: Finance Minister Arun Jaitley Informs

“I have no intention of burdening the salaried and middle classes by imposing heavy taxes on them. At the same time, I’m not going to let tax evaders get away. I’m going to bring them into the tax-payers circle,” Minister of Finance, Arun Jaitley said.
“Salaried middle class people are paying more in direct taxes. If you ask me, I’d suggest that their direct tax burden should be reduced and if you could ensure that they get their full salaries, they will spend more. You can thus collect the money from them through indirect taxes,” he said.
During the press meet organized by the PTI, he said that one has to encourage measures that increase money circulation among taxpayers. “This will ensure free spending and therefore bring in more revenue through indirect taxes. Both my assistant and I pay indirect taxes. But, since there is a difference in the amount of money that we spend, the amount of tax we pay on it differs. A major portion of the tax paid by us in this country is indirect tax. Taxes like production tax, customs taxes and duties, and service taxes belong to this category.
“In the current financial year, minimum tax slab has been increased from Rs. 2 lakhs to Rs. 2.5 lakhs. If the revenue to the Government increases, I’m ready to further increase the slab. A person who earns 35,000 to 40,000 per month will not have to pay taxes if he/she chooses certain saving schemes. This is the current status. I don’t believe in the concept that by decreasing the tax slab, one can bring more and more people into the tax-paying class. My intention is not to increase the tax burden on the salaried and the middle-class,” he said.

Dear Colleagues,
National Council (Staff Side) JCM for Central Government employees demanded and submitted a memorandum on Interim Relief and Merger of DA to the 7th CPC and also to the Ministry of Fiance. A reply has been received by the Secretary (Staff Side) National Council (JCM) from Ministry of Finance which is indicative of a refusal of both the demands. The 7th CPC have so far not communicated to us the decision they have taken on the memorandum submitted by the Staff Side, National Council (JCM).
The NDA Government has adopted the same plea made by the UPA II Government to reject our demands.
From the steps so far taken by the BJP Government, it is unambiguous that they would be pursuing the neo-liberal economic policies with much more intensity than even the UPA Government. Having got a clear majority in the Parliament, they would be able to push through necessary legislations to pursue reforms. The outsourcing of Railway functions, privatisation/Corporatisation of Defence manufacturing units, increased FDI inflow in various core sectors of economy, dismantling of the administrative price mechanism, de-nationalisation efforts in the Banking, Insurance and coal sectors and above all the adherence to New Contributory Pension Scheme are some of the bold anti-workers steps taken by the New Government.
The National Council (Staff Side) when they met during October, 2014 at New Delhi it was unanimous opinion to pursue the issues through organizational methods. Accordingly, it was decided to hold a NATIONAL CONVENTION, eliciting the participation of the representatives of all Service organisations participating in the JCM to discuss the emerging situation and decide upon future course of action. Incidentally, we must mention that the JCM conceived as a negotiating forum has been made in-effective by the Government over the years by not convening its meetings periodically.
It was decided that the National Council Convention will be held at
Venue : MPCU Shah Auditorium, Sree Gujarati Samaj, Raj Niwas Road, Civil lines (Opposite Civil lines Metro Station), Delhi
Date : 11th December, 2014 from 12 noon to 16oo hrs.
150 Delegates from Defence Federations (INDWF and AIDEF) are permitted to participate.
Around 75 Delegates from INDWF have to participate and therefore all the Office Bearers and Working Committee members are invited to participate in the convention. Those who are participating are required to intimate to the undersigned so that the Delegate Passes/Badges on their names will be arranged to participate in the convention.
Treat this as an important matter which will decide the issues of 7th CPC (merger of DA and IR) as well as present trend of the New Government on the future of Central Government Employees particulars about Defence Civilian Employees.

Ex-servicemen are agitating to be heard

Let us understand this important issue very clearly. OROP is our main demand and is 30yrs old. We have been demanding OROP but our demands fell on deaf ears. Some veterans got together and IESM was born in 2008. IESM changed the tactics and decided to start agitations for getting OROP because in India and Indian politics one can not achieve anything unless one agitates. In India agitation is not considered bad but this is the only authentic method of conveying your demands. 
I will not be wrong if I say that politicians did not even know the meaning of OROP and bureaucrats, who had the proximity of politicians always fed them incorrect picture of OROP. They even scared them that exp on OROP will run into thousand of crores and even central Govt employees will start demanding it. 
Let us also not forget that bureaucrats are against granting any concessions to Indian armed forces and will go to any extent to deny it. The famous remark of ex defence sec is still ringing in my ears "OROP OVER MY DEAD BODY"
Reason for delay in issuance of OROP notification is not that GOI is short of money. Do we need any bigger certificate than Finance Minister who has committed to IESM that funds are no problem for OROP. We still remember the statement of Honorable PM Sh Narendra Modi in Leh and Siachin " OROP is my Government's commitment and sufficient funds have been allotted for it in this financial year. In the same breadth Mr Arun Jaitley told the IESM delegation that your expectations are very high please lower your expectations. IESM delegation out-rightly rejected this preposterous suggestion. Please remember subsequent statements of Mr Arun Jaitley that he is referring the OROP issue to a tribunal. 

Now the question arises that definition of OROP was known and explained to all stalwarts of BJP. I was personally present in a meeting with Sh Raj Nath Singh, Who after listening to OROP said that this is the most reasonable demand of ESM and if NDA Govt is formed at center he would personally ensure that OROP will be given to ESM. Mr Jaitley asked Chairman Gen Satbir to explain the true meaning of OROP. Gen Satbir went to his house and gave him a presentation on OROP just before he left for Amritsar for his elections. And to top it all Mr Modi who started his campaign from an ESM rally at Rewari and roared like a lion that had BJP  Govt been in the center OROP would have been reality by now. 
GB IESM has discussed all pros and cons of the issue and then decided to start agitation only to remind the GOI of their promises. It is not a do or die agitation. That is the reason program, plan duration of the agitation has been fixed. Agitation will start on 3 Dec (The day war with Pakistan started and all ESM had participated in the war) and will finish on 16 Dec (Victory divas the proudest day for any army when 90000 soldiers of enemy were taken as POW). I will briefly pin down the reasons for starting and ending the agitation. 
  1. This is a myth that GOI does not have funds. Funds have never been shortage for GOI. Your PM and FM has committed this. 
  2. The truth is that CGDA and MOD are proposing a different definition of OROP which is contrary to the definition approved by both Govt (UPA and NDA). The reason for creating this confusion at this stage is very clear and leaves no doubt about the delay in issuing notification. Please remember the famous qoute of ex def sec "OROP OVER MY DEAD BODY"
  3. Ex RM has decided to refer it to a tribunal to clear his mind. Now the moot question is if the tribunal, which will be manned by bureaucrats, gives a decision that OROP is not possible in this definition then who in this country will over-rule that recommendation. That will be end of OROP and our struggle of 30 years. We can keep shouting at the top of our voices. Even hunger strike till death will not deter these insensitive politicians and bureaucrats. 
  4. OROP is commitment of PM, approved by two parliaments, has approval of all parties including two big parties but it is still a mirage for us. Who can tell IESM, what is holding the release of notification? Why is Govt having cold feet at this stage? IESM has analysed this in detail and come to a conclusion that this inordinate delay is because this decision was taken to get votes of ESM and now that the political parties have got the votes they are under the pressure of bureaucracy not to release the notification.
  5. Having approved OROP in principle why has there been no positive statement from any responsible Politicians giving us the reason for the delay? Why there has been a stunned silence by the Govt?
  6. If the Govt was short of funds they could have issued DGL prepared by the Armed Forces hqs and announced deferred payment. How could IESM/ESM refus this plan?
  7. This agitation is to remind the Govt that ESM are vigilant and will not  tolerate any dilution and deviation from the set definition of OROP. This will also indicate to Govt that it is fine you conned us and have taken our vote but ESM are vigilant and do not approve of this back-stabbing. 
  8. This agitation is not planned to issue threat to Govt but to register our protest that ESM are unhappy with the Govt. Agitation is the most appropriate form of registering protest and demands. 
  9. IESM has written many letters to all functionaries of BJP to grant IESM delegation a meeting to clear our doubts but there has been no response from any one of them. What could be the reason for this stunned silence from the Govt/Party?
  10. This issue has been discussed in details in the AGM of IESM held on 16 Nov 14. Agitation mode has been approved unanimously by the AGM.
 IESM has been very careful to select the aims and plans of agitation. ESMs want this Govt to do good work and will support in its en devour. IESM/ESM are well within their rights to question Govt for the delay in issuance of promised notification. 

IESM INVITES ALL ESM TO JOIN HANDS IN THEIR FIGHT FOR OROP. IESM ALSO REQUESTS ALL ESMs, PLEASE DO NOT CREATE ANY DOUBTS IN THE MIND OF ESM BY ISSUING STATEMENTS AND MAILS WHICH CAN CONFUSE THE EX-SERVICEMEN ABOUT PLANS OF AGITATION.  

PLEASE PLAN AND COME IN LARGE NUMBERS TO CONVEY YOUR DEMANDS AND TO TELL GOI THAT ALL ESMs AND ESM ORGANISATIONS ARE UNITED FOR OROP AND WELFARE OF VETERANS. 

IESM WISHES TO SEE YOU ALL EX-SERVICEMEN IN LARGE NUMBERS ON 3 DEC ON START OF RELAY HUNGER STRIKE AND THEN ON 7 DEC FOR A MAMMOTH RALLY AT JANTAR MANTAR.

DO NOT ALLOW IESM TO SABOTAGE AND JEOPARDIZE GRANT OF OROP
Respected Veterans,
Jai Hind.
1.            Ref trailing emails.
2.            Please consider this email of mine as an Appeal on behalf of all sane Ex-Servicemen who have taken part in rallies org since Apr 2008; signed the Petition addressed to the then PM in blood; surrendered our Medals to Her Excellency the President of India; all for grant of OROP.
3.            Silence is no doubt a Virtue; but there can be no greater sin than to remain silent and be a mute spectator when you see your brethren about to take a wrong path leading to disaster. The Question is: Should Military Veterans remain silent and be mute spectators when Gen Satbir Singh, Chairman IESM, has announced plans to stage an Ex-Servicemen Rally in Dec and a Relay Fast from 3 Dec to 16 Dec at Jantar Mantar, protesting against the delay in grant of OROP.
4.             No doubt the BJP promised grant of OROP before the elections, during the elections and after the elections. Mr Modi, our Hon’ble PM had announced at an Ex-Servicemen Rally at Rewari (Haryana) on 15 Sep2013 that OROP will be granted to Ex-Servicemen once BJP comes to power; and he has been saying so, even today. At no stage has Mr Modi backtracked from his commitment.
5.            Going by what one hears, the reasons for the delay are:
(a)         The Govt as of date, does not have the money to pay OROP; as the State Coffers are empty on account of reckless financial policies & very poor fiscal management by the NDA.
(b)         The wily bureaucrats, who have always been inimical towards the interests of the Armed Forces and the welfare of Ex-Servicemen, have left no stone unturned by way of misguiding the Hon’ble Defence Minister and the Hon’ble Prime Minister by feeding them with wrong statistics, to deny the Armed Forces their due by way of Status, Pay & Emoluments, Honour and Dignity; and the Ex-Servicemen, OROP.
6.            Shri Parrikar, has just taken over as the Raksha Mantri. He is yet to learn the nuances of dealing with the Bureaucrats of Raisina Hill, a very different breed from the ones in Goa. In all fairness, we Ex-Servicemen, ought to give him time to understand OROP.        
7.            My own sources tell me that, interested parties including Military Veterans of high standing & stature are working hard towards grant of OROP, by way of meeting the Hon’ble Defence Minister; and are waiting to meet the PM. I have no doubts that their efforts would fructify. It is only a matter of time.
8.            The Elections scheduled in Nov-Dec in J&K is not only important for the BJP; but for the Nation as a whole; as the coming Elections in J&K would be a game changer in J&K politics. Considering the fact that Shri Modi, our Hon’ble PM, is presently totally involved in winning the hearts & minds of the Kashmiris; the need of the hour is: Ex-Servicemen ought to remain cool, calm & composed; and exhibit patience & maturity.
9.            In the light of above, I must most humbly submit that staging of protest rallies by IESM and adopting a confrontational mode would be totally counter-productive; and would push Shri Parrikar to a corner, into the hands of the Bureaucrats. And, that is what the crafty Bureaucrats want. Should we allow that to happen? Definitely NOT.
10.       Sirs, I do not know what your views are with regard to staging of protest rallies and relay fast by the IESM at this stage. In case you agree with Gen Satbir Singh, Chairman IESM and join him in staging protest rallies; it is your free will & pleasure. But it would be a sad day.
11.       Sirs, in case you agree that staging of any protest rally at this stage would be counter-productive and inimical to our interests; I call upon you all to raise your voice and urge Maj Gen Satbir Singh, Chairman IESM, not to indulge in acts inimical to our interests. We cannot allow any individual or any organization to sabotage and jeopardize grant of OROP to Ex-Servicemen.

Process of getting Digital Life Certificate – CPAO Order

CPAO has issued an OM outlaying the process of getting Digital Life Certificate issued for Pensioners to be followed by banks and pensioners.

As you may be aware, Prime Minister, Shri Naredra Modi had launched “Jeevan Praman” – an Aadhar based Digital Life Certificate for pensioners on 11.11.2014.
The Central Pension Accounting Office (CPAO), had issued Correction Slip No.22 dated 10.11.2014 to facilitate acceptance of Digital Life Certificate based on Aadhar Biometric Authetication.
In this regard CPAO has issued an OM (No.CPAO/Tech/Amdt.-Sch.Book/2014-15/720 dtd 14.11.2014) outlaying the detailed process of getting Digital Life Certificate issued for Pensioners to be followed by banks and pensioners.  The process outlaid in the OM is reproduced below.

Process of getting digital life certificate issued for Pensioners
Step 1 : Pensioner needs to have an Aadhaar number for getting Digital Life Certificateissued.
Step 2 : Pensioner needs to enrol and biometrically authenticate himself/herself using one of the following methods
a) Download application prepared for generating digital life Certificate fromjeevanpramaan.gov.in on any Android Tablet/Smartphone or Windows PC. Procure a low cost finger print scanner/iris scanner from the market and plug it on USB port of the Tablet/Smartphone/Pc. Using the above application, Pensioner will be able to enrol and bio-metrically authenticate in real time from the comfort of their homes by giving his/her Aadhaar number and other details related to their pension bank account.
b) Pensioner can visit a nearby CSC center, Bank Branch or any Government office whose details are provided under ‘locate center” on jeevanpramaan.gov.in and bio-metrically authenticate in real time by giving his/her Aadhaar number and other pension details related to their pension bank account.
c) if the pensioner is already enrolled on the system, next time he gives his Aadhaar number, he would only be required to authenticate his bio-metric for updating date of his digital life certificate.
Step 3 : After successful submission of digital life certificate. pensioner will be sent a sms on his/her mobile giving the transaction id, Pensioner will be able to download computer generated life certificate from jeevanpramaan.gov.in using this transaction id for their records.
Step 4: Bank Branch can be informed about submission of your digital life certificate in one oi the following ways
a) Bank can login on jeevanparmaan.gov.in and can search manually for Pensioner’s life certificate either by giving Aadhaar number, Bank Account number or Transaction.
b) Core Banking Systems of Banks will be able to automatically download lifecertificate details from the digital life registration repository and update life status in Pensioners bank account.
c) Pensioner’s digital life certificate can be sent to respective branch of the Bank by sending an email or forwarding the link through sms to download life certificate from the website.
Reminders through sms will be sent to the pensioners enrolled on jeevanpramaan.gov.in for timely submission of their digital life certificates.

Subject: – Simplification of Pension Procedure- Amendment in para 15 and para 16 of “Scheme for payment of pensions to Central Govt. Civil Pensioners by Authorised Bank”.
Attention is invited to the provisions contained in paras 15 and 16 of the Scheme Booklet regarding submission of life & other certificates and inter bank /intra bank transfer of pension Account.
2. Keeping in view the need to make the process of submission of certificates user friendly and in line with the technological advancement in the banking industry, it has been decided to allow pensioner/family pensioner to submit the life certificate as well as other certificates to any branch of the Bank through which his /her pension/family pension is being disbursed.
3. Further with the introduction of CBS and implementation of CPPC, the pensioner/family pensioner who is desirous of transferring his/her pension account from one branch to another branch (whether local or out station) of the same bank should has the option of putting in his/her request at either of the two branches instead of the present dispensation wherein transfer request is entertained only at the home branch. The transfer application will require mentioning both account numbers (in the old & new branch) with both branchcontact details. The branch receiving the application will scan and register the same to CPPC. CPPC will coordinate the continuity of disbursement of monthly pension/family pension without any break.
4. All banks are hereby directed to follow the above procedural modifications in pension process and issue necessary instructions to all concerned accordingly.
5. This issues with the concurrence of Department of Pensions & Pensioners Welfare, Ministry of Personnel, Public Grievances & Pensions and Department of Expenditure,Ministry of Finance.

Subject: Special benefits in cases of death and disability in service – Revision of Disability Pension/Family pension of Pre-2006 disability pensioners/ Family Pensioners – regarding.
The undersigned is directed to say that the pension of pensioners/family pensioners who were drawing pension/family pension as on 1.1.2006 under the CCS(EOP) Rules was to be revised in accordance with Department of Pension & Pensioners’ Welfare OM No.3S/37/2008-P&P&W(A) dated 1.9.200S. Accordingly, instructions were issued vide this Department OM of even number dated 30th September 2010 for extension of benefits of modified parity to past pensioners• for revision of disability pension/family pension covered under CCS(EOP) Rules.
2. Further,orders were issued vide this Department’s OM No.38/37/200S-P&PW(A) dated 2Sth January, 2013 for further stepping up of normal pension/family pension to 50%/30% of the sum of minimum pay in the pay band and grade pay corresponding to the pre-revisedpay scales from which the pensioner had retired, as arrived at with reference to the fitment table annexed to the Ministry of Finance, Department of Expenditure OM No.1/1/200S-IC dated 30th August 200S. The question of extending this benefit to pre-2006 disability pensioner/family pensioner covered under the Central Civil Services (Extraordinary Pension) Rules has been under the consideration of the Government. It has now been decided that the pension/family pension of pre-2006 disability pensioners/family pensioners covered under CCS(EOP) Rules would be further stepped up as under:-
I. Family Pension for Categories B & C
(a) Where the deceased Government servant was not holding a pensionable post:
40% of minimum of Pay in the Pay Band plus Grade Pay (in the case of below HAG scale)! minimum Basic pay in the revised Scale of Pay (in the case of HAG and above) applicable from 1.1.2006 corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/200S-IC dated 30th August, 200S subject to a minimum of Rs.4550/- .
(b) Where the deceased Government servant was holding a pensionable post:
60% of minimum of Pay in the Pay Band plus Grade Pay (in the case of below HAG scale )/ minimum Basic Pay in the revised Scale of Pay (in case of HAG and above) applicable from 1.1.2006, corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 subject to a minimum of Rs.7.000/-
In case where the widow dies or remarries, the children shall be paid family pension at the rates mentioned at (a) or (b) above, as applicable, and the same rate shall also apply to fatherless/motherless children. In both cases, family pension shall be paid to children for the period during which they would have been eligible for family pension under the CCS (Pension) Rules. Dependent parents/brothers/sisters etc. shall be paid family pension one-half the rate applicable to widows/fatherless or motherless children.
II. Family Pension under Categories D & E
Family pension shall be calculated as the minimum of Pay in the Pay Band plus Grade Pay and minimum Basic Pay in the revised Scale of Pay (in case of HAG and above) applicable from 1.1.2006, corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008.
(a) If the Government servant is not survived by his widow but is survived by child/children only, all children together shall be eligible for family pension at the rate of 60% of minimum of Pay in the Pay Band plus Grade Pay and minimum Basic Pay in the revised Scale of Pay( in case of HAG and above) applicable from 1.1.2006, corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to theMinistry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 subject to a minimum of Rs. 7000/-
(b) When the Government servant dies as a bachelor or as a widower without children, dependent pension will be admissible to parent without reference to pecuniary circumstances, at the rate of 75% of minimum of Pay in the Pay Band plus Grade Pay and minimum Basic Pay in the revised scale of pay(in case of HAG and above) applicable from 1.1.2006, corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated so” August, 2008, if both parents are alive, and at the rate of 60% if only one of them is alive.
III. Disability Pension for Categories B & C
(a) Disability pension would comprise of a service element equal to 50% of minimum of Pay in the Pay Band plus Grade Pay(in the case of below HAG scale)/minimum Basic Pay in the revised Scale (in case of HAG and above) applicable from 1•1•2006, corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008, to be reduced proportionately, if the employee did not have required qualifying service for full pension, plus disability element equal to 30% of the same basic pay, for 100% disability.
(b) For disability less than 100%, disability element shall be reduced proportionately. Incases of disability pension where permanent disability is not less than 60%, the disability pension (i.e. total of service element plus disability element) shall not be less than 60% of the minimum of pay in the Pay Band plus Grade Pay ( below HAG scale) or the minimum basic pay in the revised Scale of pay (in case of HAG and above) corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 , subject to a minimum of Rs. 70001- per month.
IV. Disability Pension for Category D
(a) Disability pension would comprise of a service element equal to 50% of minimum of Pay in the Pay Band plus Grade Pay ( in the case of below HAG scale)/minimum Basic Pay in the revised Scale of Pay (in case of HAG and above) applicable from 1.1.2006,corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated so” August, 2008, subject to proportionate reduction in case his qualifying service up to the deemed date of retirement falls short of full qualifying serviceand disability element equal to 30% of the same minimum of Pay in the Pay Band plus Grade Pay (in the case of below HAG scale)/minimum Basic Pay in the revised Scale of Pay ( in the case of HAG and above) as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 subject to the condition that the aggregate of service and disability element shall not be less than 80% of the minimum of Pay in the Pay Band plus Grade Pay/minimum Basic Pay, in case of HAG and above, applicable from 1.1.2006,corresponding to the scale of pay last held by the employee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 for 100% disability.
(b) For lower percentage of the disability, proportionate reduction would be made in disability element as provided in OM dated 3.2.2000 as amended vide O.M. No.45/3/2008•P&PW (F) dated 18.11.2008.
V. Disability Pension for Cases under Category E
(a) Disability pension would com prise of a service element equal to 50% of minim urn of Pay in the Pay Band plus Grade Pay (in the case of below HAG scale or the minimum Basic pay in the revised Scale of pay (in case of HAG and above) applicable from 1-1-2006, corresponding to the scale of pay last held by the em ployee as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/200B-IC dated 30th August, 2008 subject to proportionate reduction in case his qualifying service upto deemed date of retirement falls short of full qualifying service and disability element equal to the same minimum of pay in the Pay Band plus Grade Pay ( in the cases of below HAG scale) or the minimum Basic Pay in the revised Scale of Pay (in case of HAG and above) corresponding to the scale of pay last held by the employee, as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure, OM No. 1/1/2008-IC dated 30th August, 2008 for 100% disability.
(b) For lower percentage of the disability, proportionate reduction would be made in disability element as provided in OM dated 3.2.2000 as amended vide O.M. NO.45/3/2008-P&PW (F) dated 1B.11.2008.
3. In the case of Disability pension/Family pension calculated as per para 4.1 of OM NO.38/37/2008-P&PW(A) dated 1.9.2008 is higher than the disability pension/family pension calculated in the manner indicated above, the same (higher consolidated disability pension/family pension) will continue to be treated as basic disability pension/family pension.
4. These orders shall take effect from 24.9.2012. There will be no change in the amount of revision disability pension/family pension paid during the period 1.1.2006 to 23.9.2012, and , therefore, no arrears will be payable on account of these orders for that period.
5. All other terms and conditions in the O.M. dated 3.2. 2000, as amended vide O.M. NO.45/3/2008-P&PW (F) dated 18.11. 2008 and 30.09.2010 shall remain unchanged.
6. This issues with the concurrence of the Ministry of Finance, Department of Expenditure, vide their 10 No.481/EV/2014 dated 3.9.2014.
7. In so far as persons belonging to the Indian Audit & Accounts Department, these orders issue after consultation with the Comptroller & Auditor General of India.
8 All Ministries/Departments are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and subordinate Offices under them on a top priority basis. All pension disbursing officers are also advised to prominently display these orders on their notice boards for the benefits of disability pensioners/family pensioners.
