India’s army veterans have blamed Prime Minister Narendra Modi for betraying the men in uniform by not fulfilling his promises over One Rank One Pension. Retired soldiers have been on a relay hunger strike for over a month demanding that the OROP is implemented without further delay. 
Speaking exclusively to, Major General Satbir (retired) said that PM Modi on 15 September 2014 in Rewari had assured that he will grant OROP “the moment government is formed.” He said, “But he’s (Modi) betrayed the very trust of us soldiers. So, in all my hosho hawaas (consciousness), I have no hesitation in saying that Mr Modi is responsible for causing injuries to hearts and minds of the soldiers of this country called Bharat. They call themsleves nationalists. If they were nationalists, they will honour the commitment made to the soldiers. Let Mr Modi come on TV to say that he doesn’t have money to pay to the soldiers, we will finish our agitation. But has he guts to say that to the country?”
In an extraordinary development, as many as 11 Generals sat on hunger strike on Saturday with their demands on OROP. They were joined by 15 more Generals  that included five Lt Generals, one Admiral of Indian Navy and 10 Major Generals on Sunday. Maj General Satbir said that the soldiers were determined to take their fight to its logical end adding that “we don’t leave the battlefield until we’ve either won or lost, or we are POWs or we’ve captured.”
He said, “Military training has taught us to finish our task. There’s no middle ground. It’s not a fight against the government. It’s a fight against injustice. 15 months time delay is unacceptable. We are hurt, we are angry with our prime minister, angry to the core. He’s gone back on his assurance. If his finance minister is not delivering, he should haul him up and tell him to clear the Rs 8300 crores. File is lying with the FM since 17 March 2015.”
The Generals were invited by the defence minister Manohar Parriker after the Army Chief General Suhag and the Rajya Sabha MP Rajeev Chandrashekhar reportedly intervened and facilitated the minister’s meeting with the protesting army veterans. Parriker has agreed to meet them again early next week.
Maj Gen Satbir said that there were 6,75,000 widows of the defence forces and over 24 lakh retired officers adding that “these thirty lakh believed in Modi, who betrayed them spectacularly.” Army veterans are also accusing the Modi government of being in contempt of the Supreme Court, which on February 16 this year had directed the central government to implement OROP.
A bench of Justices TS Thakur and AK Goel had warned the government of contempt if it failed to abide by its order within three months. Representing government, the Additional Solicitor General Pinky Anand had assured the court of working out the ‘modalities within the specified timeframe.”
 Another officer, Colonel Teotia (retired) questioned the government’s intention to implement the OROP. He told that “if the  government wanted to do it, they would have done it in the first quarter of coming to power.” Colonel Teotia blamed the bureaucracy for not allowing the soldiers to meet the prime minister.
He said, “There are n number of lies in the bureaucracy’s briefings, which we want to point out. But we are not allowed to meet the PM.” A visibly pained Colonel said that the army had been denied the natural justice since independence. He said, “There’s something known as natural justice, which is where we’ve been suffering right since independence. By natural justice I mean that the aggrieved party should have been heard. 
No body listens to us. “Even if we go to streets, we are told this is not expected from the men in uniform. We are suffering, what do we do? We are not killing people, we are not burning buses. Although these people (politicians) understand just one language. That language is of disruption of smooth running of the country. That’s the only language these chaps understand.”
Colonel Teotia said the recent goings on had adversely impacted the morale of the serving officers, who were worried about their loved ones in case they died protecting the country.
“Unfortunately, we cannot cry in public. But surely when we go to bed at night, when lights are off we are forced to reflect as to what we have gotten ourselves into. This is how naxals are made. If somebody turns naxal today, I’m not going to blame the individual, but I will blame the bureaucracy and the politicians. There’s already a massive shortfall of officers. That’s perhaps why people are less inclined to wear the uniform for this country.”

Today 05 Jul 2015 was the twenty first day of the relay hunger strike. The fasting at Jantar Mantar continued today with an unprecedented 80 volunteers from Punjab,Haryana, UP & Delhi who undertook relay hunger strike. The strength at Jantar Mantar today was 327 with 165 officers present. Simultaneous activities took place from Jammu in the North to thiruvananthpuram in the south and Jamnagar in the West to the seven sister states in the east. UFESM and its constituenrts A special delegation of volunteer veterans including Officers participated in the rhs on 4/5 Jul at Jantar Mantar from Uttarakhand..

The highlight of the RHS today was the presence of a large number of officers belonging to specific courses , e.g, 27, 22 37 NDA/SS and associated technical and regular officers along with their ladies. A number of 2 & 3* officers were present to show solidarity. The absence of officers of the rank of Army Cdr's and Cheif's was however glaring. The present commitment of their erstwhile coursemates should possibly egg them on to go public on the issue. More as a effect of the Chetwodian motto than anything else.
News has come in of the burning of an effigy of the FM and greeting of the RM with black flags when he visits Chandigarh next week.

Upscaling the present RHS, UFESM has received 15-20 applications from veterans across the board who wish to undertake a "HUNGER STRIKE UNTO DEATH." So far they have been desisted from doing any such thing. Once again UFESM is cautioning the GoI of matters going out of hand in case of further delay.

A delegation consisting of 6 members from constituents of UFESM will meet the RM on 6/7 July at a time to be conveyed by the RM's office.Hwever our stand on the amount of Rs 8300 Cr, the date of implementation i.e 1/4/14 without any dilution stands unchanged.Also as conveyed the question of calling off the RHS does not arise unless a date for announcement and that too without dilution is not formally communicated. The RM was informed accordingly.

A 1000 widows from Haryana have decided to write a joint letter to the PM on the early implementation of OROP. In case of a lack of response to this method of protest, they would take it to the next level.

UFESM strongly condemns the article titled "Stand at Ease Veterans" that appeared in the ET of 4 July 2015 on the following grounds.
1. The tenor of the article mitigates the definition of OROP as accepted by Parliament.
2. These complexities as have been stated are quite contrary to the contents of the Draft Govt letter of Apr 2014.
3. The Secretary DESW is the wrong person to comment on an issue as he had headed a department which more often than not acted against the interests of ESM.
4. Since the subject has already been closed by the MoD as early as 17 Feb 2015, an Ex functionary of the same ministry has no right to project a contrary thought at this stage, that is mischevious and malafide.

हरियाणा से एक 1000 विधवाओं OROP के शीघ्र कार्यान्वयन पर प्रधानमंत्री को एक संयुक्त पत्र लिखने का फैसला किया है। विरोध की इस पद्धति के जवाब की कमी के मामले में, वे इसे अगले स्तर तक ले जाएगा।

UFESM जोरदार शीर्षक से लेख निम्नलिखित आधार पर 4 जुलाई 2015 की एट में दिखाई दिया कि "STAND AT EASE VETERANS" निंदा करता है।
1. लेख के स्वर संसद द्वारा स्वीकार किए जाते हैं के रूप में OROP की परिभाषा mitigates।
2. कहा गया है के रूप में इन जटिलताओं अप्रैल 2014 का मसौदा सरकार पत्र की सामग्री को काफी विपरीत हैं।
3. सचिव DESW वह अधिक बार ईएसएम के हितों के खिलाफ कार्रवाई नहीं की तुलना में, जो एक विभाग के प्रमुख के रूप में था एक मुद्दे पर टिप्पणी करने के लिए गलत व्यक्ति है।

Dear Friends,

  1. Relay Hunger Strike enters 20th Day today at Jantar Mantar New Delhi and at more than 50 locations across the country.

2.      There is a tremendous response from not only the Sainik Samaj but also from the civilian brethren and the youth of the country for the cause of the “Soldiers”.  Why the Govt has not yet implemented OROP,  is the question everyone is asking.

3.      May we request all members of the Defence Fraternity to reach Jantar Mantar New Delhi in large numbers to showcase solidarity to our cause?   It is heartening to see senior officers have started visiting Jantar Mantar and are also taking part in the Relay Hunger Strike.  On 1st July, 11 General Officers alongwith two ladies took part which included four Lt Gens (Ex AG and Dy Chief) and seven Maj Gens.   42 Regular Course (33 NDA) have informed that they, as a course will visit Jantar Mantar on 05 July 2015.  Brig Rawat alongwith three officers and 15 JCOs and ORs from Uttrakhand are sitting on Hunger Strike today. Jatha of 60 Officers, JCOs and ORs have started from Amritsar today morning for Jantar Mantar.

4.      May we request all ranks, and our supporters to visit Jantar Mantar in large numbers?  We specially request officers to come and motivate ESM sitting on Hunger Strike.  All those who, due to any reason cannot come to Jantar Mantar are requested to organize Relay Hunger Strike at respective locations across the country.

5.      Friends, we are executing the Agitation with the aim of getting, Justice to the Soldiers. OROP which had been sanctioned 15 months ago by the Govt has not been implemented.

6.      Let us all join to strength the Protest Movement across the country.

Authorities should accept self -attested certificates – Dr. Jitendra Singh

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has called for use of self – attested certificates since this has been approved by the Government of India for over last eight months. He was presiding over a review meeting of Department of Administrative Reforms and Public Grievances (DARPG), here today. Dr. Jitendra Singh has urged the State governments to encourage this practice and also appealed to the common people, particularly youth, to bear in mind that whenever they approach an office with documents, they should bring to the notice of the authorities that the Government of India now allows self attestation of certificates by the candidate himself.
Dr. Jitendra Singh informed that a circular to this effect had already been sent to the State governments and though most of the states have responded positively, yet in many cases, the information is still not fully percolated to the lower levels of administration. He said that introduction of self attested certificates was one of the most historic measures introduced by the Modi government soon after it took over. The decision was universally hailed both by administration as well as by public.
This revolutionary step not only lessened a lot of hardship faced by the youth applying for jobs or higher education but also conveyed a bigger symbolic message that the Modi government had the capacity to trust the youth of this country, he added.
Recalling from his personal experience, Dr. Jitendra Singh stated that he had personally been a witness to a number of hardships that the youth went through looking for a gazetted officer, a notary, etc., for attestation. Moreover, in certain remote areas of the country many a time, a gazetted officer or a notary was not readily available in the vicinity to perform the task of attestation, he added.
On occasions, there were also complaints that young aspirants had to shell out meager amount in their pockets for accomplishing the task of getting the huge pile of certificates attested. This is particularly ironic in the present age of high technology and biometric facility, he observed and added that in certain areas and departments, however, where statutory, legal or security nature are involved, the earlier practice of getting attestation from an authorised authority has nonetheless been allowed to carry on.
During the review meeting, an assessment was also made of the number of other recent initiatives by DARPG department which include introduction of a pension portal, “Jeevan Praman” initiative, “Anubhav” programme, biometrics and new methods for ease in governance. The Secretary DoPT, Shri Sanjay Kothari, the Secretary DARPG, Shri Alok Rawat and other senior officers of the Ministry of Personnel, Public Grievances & Pensions have participated in the meeting.

Transmission of Signals from the Supreme Court for Military Pensioners

Those who have followed the blog closely, especially this post of 27 May 2015, most of the verdicts on pension anomalies emanating out of the 6th Central Pay Commission stand decided in favour of pensioners by the Supreme Court, both for military as well as civilian retirees.

An update on the same is as below:

Removal of pension anomaly from 01-01-2006 rather than 24-09-2012 for pre-2006 retiree Central Government pensioners: Appeal filed by the Govt stands dismissed by the Supreme Court in March 2015. 

Removal of pension anomaly between Honorary Naib Subedars who retired prior to 01-01-2006 vis-a-vis those who retired after 01-01-2006: Appeal filed by the Govt stands dismissed in May 2015. An unfortunate saga indeed

Removal of pension anomaly between Viceroy Commissioned Officers and post-independence Honorary Commissioned Officers who retired prior to 01-01-2006:Appeal filed by the Govt stands dismissed in May 2015.

This invariably would result in multiple execution applications before the Armed Forces Tribunal since most of these verdicts had not been implemented by the Army HQ/Ministry of Defence as per the time prescribed even in those cases where there was no stay by any higher court.

It would be in fitness of things if the Army HQ (in conjunction with Record Offices) keeps lists of affected personnel ready so as to grant government sanction at the earliest to avoid complications as already experienced in the cases of disabled soldiers upheld by the Supreme Court. This is also a good opportunity to oil the implementation machinery well and bring it in line with the law of the land. Six years after the AFT was created, it is now clear thatdisregard of judicial orders may not be taken so lightly, as was the case till now.

Kerala pay report to be submitted on July 10, Retirement age to be increased to 58

Increasing the retirement age for Kerala government employees by two years to 58 may be one of the recommendations of the 10th Kerala Pay Revision Commission. The commission, led by Justice C.N. Ramachandran Nair, will submit its report on July 10.

The commission is expected to recommend the increase of retirement age to balance the extra burden on the treasury due to a pay rise across the board. The report recommends a minimum salary of Rs 16,000 and a maximum salary of Rs 1 lakh for employees.

The youth wings of all political parties are against increasing the retirement age in the government service. Even the United Democratic Front government’s policies do not favour later retirement. The retirement age was raised to 56 from 55 during the previous Left Democratic Front rule.

Other recommendations include lowering the minimum eligibility for full pension to 25 years in service from the present 30. Full pension is equivalent to half of the basic pay. The report would also have recommendations intended to raise the efficiency of the employees along with their pay scale.

The commission is also expected to recommend appointment at the middle level, redeployment and health insurance. Since many government employees are without any particular duties in various departments, the commission wants them to be redeployed to departments with a shortage of staff.

The Kerala government spends Rs 39,000 crore on its employees’ pay and pension per year. Salaries cost Rs 26,000 crore while pensions cost Rs 13,000 crore.
