New Delhi, July 25: Congress has slammed Modi Government for not implementing One Rank One Pension scheme despite Army veterans ongoing protest for the same. Read more: One Rank One Pension: Know Army veterans' planning to put Modi govt on the mat Questioning Prime Minister, Congress MP Amarinder Singh said that when PM Modi can announce Rs. 1 lakh crore special package to Jammu and Kashmir, what is preventing him from giving Rs. 9,100 crore for the pension scheme for ex-servicemen. Showing concern for the cause for which Army veterans have been protesting in different parts of the country, Singh regretted the "long and unexplained delay" in granting OROP to the ex-servicemen by the NDA government, despite the previous UPA regime "already having approved it". 
OROP: 'Why NDA not announcing it'
Reminding the PM of the promises he made to ex-servicemen over the issue during poll campaign, Captain Amarinder said, "Now more than a year has passed since you formed government and the matter is perpetually and deliberately being delayed. This delay amounts to virtual denial." He wondered whether an amount of Rs. 9100 crores really matter for a country like India and that too when it was meant for our retired defence personnel. The former Punjab Chief Minister said, the ex-servicemen have given their life for the country guarding our borders in most hostile conditions. "Most of them have spent their life entirely in Kashmir and a number of them sacrificed it for the sake of the country", he said while wondering as how could the government be so "insensitive" towards the genuine and justified demand of the veterans. Ex-servicemen protest over OROP delay

Several ex-servicemen held a protest against the delay in implementation of One Rank, One Pension (OROP) scheme by the Narendra Modi-led NDA government here on a day when Defence Minister Manohar Parrikar is visiting the city.
The ex-servicemen from Mohali, Chandigarh and Panchkula owing allegiance to different associations gathered at a Sikh shrine in Sohana carrying black flags, anti-government placards and raising slogans against the Modi government.
The protesters were stopped by a heavy police force by barricading the road which led to the venue where Defence Minister Manohar Parrikar is scheduled to inaugurate an institute. The demonstration is held at some 2 km away from the venue.
Sounds of ‘Jai Jawan Jai Kisan...We are not beggars’ echoed in the air during the protest.
“We protest against the NDA’s failure to implement OROP and want to register our anger against the centre by showing black flags to the minister for his failure to implement the scheme,” said Brigadier (Retd) Harwant Singh, representative of the United Front of Ex-Servicemen (UFESM).
“The Defence Minister has often mouthed platitudes for soon implementing OROP but has not given a firm date when that ‘soon’ would arrive,” he said.
Parrikar is on a visit to Mohali for the inauguration of ‘Mai Bhago Armed Forces Preparatory Institute’, set up by Punjab government to impart specialised training exclusively to female aspirants across the state to join the Armed Forces in the country.
“Our anger is not against any person but against the government’s policy of enormous delay in implementing OROP. We will remain peaceful and disciplined during the said demonstration,” he said.
Meanwhile, elaborate security arrangements have been made for the Defence Minister’s visit.
“We have taken all possible measures for the peaceful and smooth conduct of the function in which the Defence Minister is participating,” DIG R K Jaiswal said, adding that “nobody will be allowed to create any obstruction during the visit”.
As many as 1,200 security personnel were deployed for the function here.
The ex-servicemen made a vain attempt to cross the barricades so that they can march to the venue of the function.
“We are law-abiding citizens and our protest will continue for our genuine demand,” Brig Kuldip Singh Kahlon (Retd) President of All India Defence Brotherhood said.
Former-servicemen owning allegiance to All-India Ex-Servicemen League were also among the protesters.
No untoward incident is reported, police said, adding, that the Union Minister would be taken from a separate route to the venue.
The former-servicemen, however, dispersed from the protest venue after demonstrating for about two and half hours. — PTI

Vexed over the delay in implementation of One Rank One Pension scheme, a group ofex-servicemen has decided to greet Defence Minister Manohar Parrikar with black flags when he arrives on a visit toChandigarh on Saturday.
"We will go ahead with our plan to show black flags to the minister for his failure to have already approved the OROP scheme," said Brigadier (Retd) Harwant Singh, representative of the United Front of Ex-Servicemen (UFESM).
"The Defence Minister has often mouthed platitudes for soon implementing OROP but has not given a firm date when that 'soon' would arrive," he said. Parrikar is scheduled to visit Mohali tomorrow for the inauguration of 'Mai Bhago Armed Forces Preparatory Institute', set up by Punjab government to impart specialised training exclusively to female aspirants across the state to join the National Defence Academy (NDA) in the country.
Singh said about 500-600 army men under the banner of United Front of Ex-Servicemen (UFESM) will assemble at Gurudwara 'Singh Shaheedaan', Sohana in Mohali and from there they would move towards the inauguration site.
"Our anger is not against any person, but against the government's policy of enormous delay in implementing OROP. We will remain peaceful and disciplined during the said demonstration," he said. Meanwhile, elaborate security arrangements have been made for the Defence Minister's visit here.
"Elaborate security arrangements have been made for tomorrow's function," DIG, Ropar range, RK Jaiswal said. "We are taking all possible measures for the peaceful and smooth conduct of the function in which the Defence Minister is participating," he said adding that nobody will be allowed to create any obstruction during the visit.
Another police official said as many as 1,200 security personnel will be deployed for the function in Mohali on Saturday.

As ex-servicemen continued to protest here for the implementation of the 'One Rank One Pension' scheme, the government on Friday said it was "aware" of the agitation and would implement the scheme the once modalities were sorted out.

"The government is aware that ex-servicemen have been agitating for the implementation of the OROP Scheme from 2008 onwards," Defence Minister Manohar Parrikar said in a written reply in the Rajya Sabha on Friday.

"The policy of 'One Rank One Pension' has been adopted by the government to address the pension disparities, in the budget of 2014-15," he said. "The modalities for the implementation of OROP are under the consideration of the government.


It will be implemented once the modalities are approved by the government," Parrikar added.
