Finally, after many twists and turns, it has arrived! In a relief to lakhs of pre-2006 retirees of the armed forces and central government, their pension has been revised with effect from January 1, 2006, rather than from September 24, 2012.
The department of pension and pensioners' welfare (DoPPW) issued the universal orders regarding this revision on Thursday. Anomalies in the fixation of the pension of the pre-2006 central government retirees had come to light after the implementation of the recommendations of the sixth Pay Commission. The issue was whether pension was to be calculated based on the minimum of pay for each rank/grade within the newly introduced bands or on the minimum of the pay-band itself. The Central Administrative Tribunal (CAT) and Armed Forces Tribunal (AFT) then corrected it and ruled that the pension would be calculated on the basis of the minimum of pay for each rank/grade within a particular band, which gives the retirees a higher pension.
The central government then itself removed the anomaly but granted the benefits from September 24, 2012, instead of January 1, 2006, when the anomaly had started. But the Delhi high court ruled that after the removing of anomalies, the arrears have to flow from January 1, 2006. The government moved the Supreme Court, which in July, 2013, dismissed the special leave petition (SLP).
After that a review petition was filed, which was also dismissed in November, 2013.
The government then filed a curative petition. The five-judge bench comprising the-then chief justice of India RM Lodha and justices HL Dattu (now CJI), BS Chauhan, Surinder Singh Nijjar and Fakkir Mohamed Ibrahim Kalifulla dismissed it in April 2014. Still the pension revision was not implemented.
This March 17, while deciding a bunch of petitions on the issue, the apex court gave the central government four months to provide retired soldiers with relief. "The universal orders from the central government will save similarly placed pensioners from the agony of litigation till the highest court of the land," said major Navdeep Singh, a Punjab and Haryana high court lawyer who is also on the five-member committee of experts that the Ministry of Defence has constituted to look into grievances related to the service matters and pensions. The objective is to minimise litigation and legal disputes.

Pension to Ex-Servicemen

The complaints regarding incorrect payment of pension, incorrect revision/ underpayment of pension etc. are being received and action is taken to redress the grievances by taking appropriate action in coordination with Pension Sanctioning Authorities & Pension Disbursement Agencies.
The number of complaints received during each of the last three years and the current year are as under:-

The Government is considering to implement a system of Central Pension Disbursement Agency (CPDA) to facilitate credit of pension directly to Pensioner’s bank account.The new system is likely to be implemented from the next financial year.

For ensuring quick and seamless disbursement of pension to Ex-Servicemen, following projects are undertaken by the Government.

§  Digital life certificate through Jeevan Praman Portal.
§  Digitization of records to enable prompt pension revision in future.
§  Submission of  e-Pension claim and issuance of  e-PPO.
This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to ShriSatav Rajeev and others in Lok Sabha today.

Removing Anomaly in Pensions of Ex-Servicemen

Removal of anomaly, if any, in the pension being given to the various categories of ex-servicemen is a continuous process. Such anomaly is redressed, as and when it comes to the notice of the Government.
The policy of “One Rank One Pension” has been adopted by the Government to address the pension disparities. The modalities for implementation of OROP are under consideration of the Government. It will be implemented once the modalities are approved by the Government.
A Pension Grievance Cell exists in the Department of Ex-Servicemen Welfare. Grievances received by this Cell are examined and redressed in coordination with the agencies concerned in the matter. A system of holding Pension Adalat is in place to provide a credible forum for redressal of grievances of the defence pensioners. Officers concerned of every organisation involved remain present in the Adalats and the grievances are redressed on the spot. A computerized pension enquiry project “Suvigya” has been developed by the Controller General of Defence Accounts (CGDA).
It is an online pension enquiry system which would enable the ex-servicemen to know their entitlements of pension. A pensioners’ grievance cell exists in the Office of Principal Controller of defence Accounts (Pension), Allahabad.

 It is really  a bad state of affairs in our country - there is no value for the promise of a Prime Minister .  This leads to such a decision  to end  ones life  because of this unbearable situation.

DUE UNBEARABLE ORDEAL OF FASTING ESM, I REQUEST PERMISSION TO END MY LIFE

Dear Sir,

I am a retired army Officer with a spotless service of 25 years. I have been watching the promises and more promises of our endless leaders since 1982 and even the present  Prime Ministers since Nov 2013 regarding payment of One Rank One Pension. The parliament has passed it and even the Hon'able Supreme Court has upheld it. But still no govt has translated their promises into action.

You being our Supreme commander, I am writing this to you. I have given up any hope from any govt of this country and feel ashamed when I see my brothers of the age of 80-85 years old sitting on fast at Jantar Mantar for the last 36 days. You will appreciate that this agitation has been totally peaceful despite all the provocations. May be that is precisely the reason that nothing is moving at the govt's end. But at the same time I can never allow my brother ESM to take recourse to violence, as all soldiers love their country more than any one. I will never allow my brothers in active service to break the sacred thread of democratic traditions. Some head of the country said “You guard the national boundary and I will guard your welfare”, but in INDIA it is a different story.

I find myself a failure towards my brothers in and out of the Armed Forces. I am losing the desire to live. As I can not even fight with the powers that be at the helms of affairs as any violent fight with them may cause irreparable loss to my country. I also can not tolerate my countrymen saying that,  if  a Prime Minister cannot keep the promise given to soldiers of his country what promise he can keep to the Nation.

I am sure you will agree that if a soldier cannot live with dignity at least he should be allowed to die with dignity


In view of the above, I kindly request for your permission to end my life as it has become unbearable for me to live any more.
Anyway, the date, place and time will be informed once a positive reply is received from The Supreme Commander
