Please refer to this office letter no. 2010/TG-I/10/P/ITS dated 22.04.2010 on the subject quoted above wherein the timings for booking of reserved tickets through internet were advised.
2. The matter been reviewed and it been decided that the facility of booking revised tickets through internet will be available from 0030 hours to 2345 hours daily w.e.f 20.09.2015.
3. Since the timings of functioning of PRS will be changed 0030 hours to 2345 hours w.e.f. 20.09.2015, the current counters at train originating stations will also be able to function from 0030 hours to 2345 hour.
4. Wide publicity should be given for information of general public by IRCTC and Zonal Railways.

New Pension Scheme (NPS) v/s Old Pension Scheme

NPS is far beneficial than Government Pension – Comparison of New Pension Scheme (National Pension Scheme) and Central Government Pension
The Central Government employees who have joined after 1/1/2004 and are put under National Pension Scheme (NPS) have been demanding abolition of NPS and have been persuading the Central Government to make the government pension scheme applicable to them.
This only exhibits their ignorance of the fact that the New Pension Scheme is highly lucrative and make the government employees who joined after 1/1/2004 far richer than the government employees who enjoy government pension scheme. By doing so they are in the process of ruining the great fortunes that lies in store under New Pension Scheme. Let me compare both the scheme:

Benefits under NPS
Let me take a case of Upper Division Clerk(UDC) who joins government service in 2014 at the age of 25 and renders 35 years of service till attaining 60 years of age. He / She gets 3% annual increment every year and gets one promotion every 10 year under M.A.C.P. Although he / she is likely to get 14 to 20% increase in D.A every year as per Consumer Price Index I just take 12%(assuming 6 + 6%) 2 times D.A in a year
* MACP / Promotion Years
(A) Therefore, the total pension wealth of a government servant who joined in 2014 and retiring under New Pension Scheme shall at the time of his retirement be Rs. 2,87,26,201/-
(B) 60% of the lump-sum pension wealth which he / she will be getting on retirement:
Rs.1,72,35.720
(C) 40% invested in an annuity scheme which he / she can receive before 70 years:
Rs.1,14,90,481
(D) Earned Leave Encashment: Rs. 215625 x 10 months : Rs. 21,56,250
TOTAL of (A) (B) (C) and (D) will be Rs. 3,08,82,451
Death Gratuity:
Although not entitled for retirement gratuity, but eligible for Death Gratuity If died during the service
Monthly Pension:
At the assumed Interest at the rate of 8.7% per annum on the other 40% of pension wealth of Rs.1,14,90,481 invested in annuity shall fetch  monthly pension of at least : Rs.83,306/ –
Not only this, before he / she attains the age of 70 he / she can withdraw the remaining 40% of his pension wealth of Rs. 1,14,90,481/- which if invested in Fixed Deposit of a nationalised bank can fetch interest and take care of not only of his wife and children but his descendants also for generations to come.
This is just a tip of the iceberg. If we consider the other 4 pay commission benefits that materialize on1/1/2016, 1/1/2026, 1/1/2036 and 1/1/2046 which a NPS pensioner who joins as UDC shall be getting before his retirement in 2049,his total pension wealth will be undoubtedly double the above amount which comes to more than Rs.5 crores. While a person who joins as U.D.C. gets this much, one will be rocked out of stupor to know what a Group A officer who renders 35 years of service may get – undoubtedly his total pension wealth will be more than Rs.10 crores.
Benefits under Central Government Pension Scheme
Now let us see what will be the retirement benefits of the above person if he / she is put in government pension scheme:
1.Gratuity for 16.5 months :
Rs.2,15,625 x 16.5 months = Rs.35,57,812/- Restricted to Rs.10,00,000
2. Earned Leave Encashment:
Rs. 215625 x 10 months : Rs.21,56,250
3. Pension Commutation:
Rs.17195 x 40% = Rs.6878 x 12 x 8.194 years Rs 6,76,300
Total Benefits under Central Government Pension Scheme: Rs.38,32,550
4. GPF Balance:
As it is a general tendency of the government servants to withdraw from GPF frequently, there will be very little left at the time of retirement
5. Monthly pension
i) Rs.34390 / 2 = Rs.17195 (basic pension being 50% of pay and grade pay Less 40% of basic pension towards commutation (Rs 6878) which will be restored after 15 years
Balance basic pension is Rs. 10317
ii) DA @ 527% of basic pension of Rs.17195 = Rs. 90617 (subject to increase in DA every 6 months based on consumer price index)
Total pension is Rs.1,00,934 per month.
After the death of government servant say after 67 years, spouse can take only 60% of the basic pension i.e.Rs.17195 x 60% = Rs.10317 plus D.A.at the prevailing rates. After spouse’s death children are unlikely to draw the pension as they would have already crossed the age limit. Thus, unlike the dependents of NPS pensioners, there will be nothing left for financial security of the dependents of the government pensioners .
Thus it is unwise on the part of government servants who have joined after 1/1/2004 to demand for abolition of NPS scheme and grant of government pension.

For Serving Military personnel,Presently the monthly insurance premium is Rs 5000 for officers and Rs 2500 for JCOs for a sum assured of 50 lakhs and 25 lakh respectively, which is deducted from their salary. 

These days one can get normal life insurance (without covering war and other professional risk of soldiering) for a monthly premium of RS 4000 for a sum assured of 1 crore. 

The heavy premium paid by soldiers is about 220% higher due to the additional war risks. Govt does not fund the Army group insurance scheme at all and the soldiers not only risk their life for the country but also pay in cash for taking such risks.

In USA, every soldier is insured regardless of rank for a monthly premium of 27 dollars for sum assured of 4 lakh dollars. This is made possible by the federal govt law by which the heavy premium is borne by the federal govt.

In India govt is asking the soldiers to risk the lives and also pay for it too. And to the old soldiers who have survived somehow to defeat death during service but paid for the risks taken for the country from their meagre salaries, Govt is saying you are greedy and the PM says, poor has to fund the pension.

Does not the PM know that 55% of defence pension goes to defence civilians who comprise only 22% of the defence pensioners. 

Veterans who comprise 78% of defence pensioners( who have already paid the risk premium for the country from their salary while serving) get just 45% of defence pension.

Resolution of Pay Anomalies For The Defence Forces:-


The top Brass of the Defence Forces has made several representations to the Govt to resolve the core anomalies that have crept into the pay and allowances for the personnel of the defence forces. 

An article by one Rajat Pandit in one of the newspapers informs that one of the main demands was the grant of common pay scales for the JCOs which the people recruited after Jan 2006 are not getting. 

Other demands include the grant of NFUs to all the affected who have been kept out of its purview under the plea that the Service Personnel do not form part of the Organised Group A Services. 

The CAPFs have only recently been granted this after the Courts have ruled in their favour. 


The successive pay commissions have continuously lowered the status of the Service Personnel when compared to their civil counterparts. A Sepoy today is treated below an unskilled worker for his pay & allowances even though he handles sophisticated weapon systems.


The 7th Pay Commission is being requested to look into these and other anomalies which also include the grant of HAG+ scale to the General Rank Officers. 

While 100% of the Civil Service Officers are in receipt of it, the Services are entitled a quota of only 33% for its General Rank officers.


The Bureaucrats, however, are in no mood to allow the Defence people to get any such equalisation. Their arguments are that the CSD(I) is giving subsidised stuff to the soldiers, therefore they do not deserve any such 'largesse'. 


Notwithstanding, all such frivolous excuses advanced by the bureaucrats, the Service Headquarters are making renewed efforts to make their concerns heard by the Govt. 

The unfortunate part, as always, is that the Ministry of Defence can deny or negate all genuine suggestions put forth by the Services and a letter signed by a lowly section officer/ under Secretary addressed to the Chiefs is sufficient.

OROP : AN APPEAL/MESSAGE OF UFESM/IESM TO ALL VETERANS

UFESM/IESM is surprised at the suggestion/advise flowing out of those ESM who had never participated in agitation for OROP. Most of the ESM have not understood the meaning of this unilateral declaration of OROP. Please read it carefully and you will understand that this is not OROP but is only small increase of few hundred Rupees for all ranks. If you all wish to take it you are all welcome. In any case this money will come to your bank asap the Govt letter is issued. The Govt letter could be issued within a month as Govt is in a hurry to complete the task and claim fulfillment of promise. Moreover there is a doubt that with five yr clause of pension equalization Armed Forces personnel/ESM may not be given 7CPC recommendation till five yrs. Our bureaucrats can go to any sadistic limits to teach AFP/ESM lessons of taking up cudgel against them.  

Once a Govt letter is issued, there will be no further hearing on it. You are all aware that there are 38 anomalies pending on 6 CPC but these have not been solved in last 10 yrs as bureaucrats do no want to give you anything. Same will be the fate to any letters written to Govt after issuance of GL. 

Now Gentlemen it is your choice if you are happy with the doles given by the bureaucrats, please sit at home and be happy with bread crumbs thrown at you. And if you wish to fight this injustice then please pack your bags and come to JM. We will make arrangement for your stay in Gurudwaras. This is your chance of redeeming your honor. 

Some ESM are quick to point fingers at their comrades who wish to fight for redeeming their honor and are regularly attending agitation at JM and are so concerned about the expenditure at JM for the agitation that they are willingly contributing to offset the exp. Finger pointing ESM are the ones who always towed the Government line and never took up fight for OROP. These are the guys who got funds from Govt for not taking up your cases. These are the guys who are now pointing fingers at their comrades who are willingly supporting the agitation. Some of them are going to the bizarre extent to even to organize DHANDYAVAD  rallies in honor  of PM for this unilateral declaration of OROP by the Govt.

UFESM/IESM has decided to fight till end for this unjustified declaration of OROP by the Govt under influence of bureaucrats. We are aware of last moment addition of VRS clause in the declaration. This word was added at 1135 PM by bureaucrats with a view to remove 60% of veterans (ORs, JCOs and officers) out of OROP. Even RM and three chiefs were surprised about it.  We are not accepting it if some veterans wish to accept, it is their choice. UFESM/IESM will fight it in the courts if required. There is no term like VRS in services as VRS is given along with golden handshake to surplus manpower to prune the workforce. 

Gentlemen I feel sorry about those ESM who are pointing fingers about contribution being given at JM. Please be rest assured that UFESM/IESM has not forced any veteran to contribute funds for agitation at JM. All veterans are contributing out of their choice and free will. Every contribution is properly accounted and account statement will be put up for approval of environment on completion of our fight for OROP.

UFESM/IESM fail to understand the psyche of some veterans who do not wish to put up a fight for OROP.

UFESM/IESM request all veterans to leave inhibitions and join us in putting up a well planned and coordinated fight against evil designs of bureaucrats

Dear Veterans

Today we have entered 98 day of RHS at JM. 

Morale is high and we are determined to achieve OROP. 

ESM are men of steel and have proved all predictions of bureaucrats wrong. Bureaucrats had probably assured politicians to not to take this agitation seriously as it will wear out like any other agitation in few days. 

They even managed to get our bank account blocked through their emissary and were confident that the agitation will be forced to be stopped with funds drying up. Politician bureaucrat combine were probably not aware that they are dealing with battle hardened soldiers who do not show their back even to volley of enemies bullets. How can resource crunch stop this agitation of our status and our rights. 

We are thankful to all ESM who have shown exemplary courage and turned up in large numbers for the agitation and have also contributed  funds to run the agitation.This agitation at JM will probably be a record of its own kind being the longest agitation in the world. 
Friends the agitation is growing from strength to strength. Morale is high and their is a queue of ESM to sit for RHS. Crowd support to the agitation is very encouraging.

Gentlemen with your support we are sure to convince Govt to agree to our genuine demands. 

On 5 Sep 2015, Govt has declared OROP unilaterally but it is truncated and diluted. OROP in this form is not acceptable to ESMs as there are seven severe shortcomings in the announced OROP. These have been communicated to RM and to Govt environment. 

It is important to plan activities at JM and across length and breadth of country to convey the message to Govt that our morale is high and spirits are touching the sky, no pressure can shake us from our resolve of achieving full OROP. 

Following programs have been decided to keep our agitation in struggle mode and battle ready. 
  1. 22 Sep 2015 Felicitation to war veterans of 1965 war. All are invited at 1100h at JM for tea party. this will be 100th day of RHS at JM.
  2. 24 Sep 2015 Veterans' rally in Ludhiana. 
  3. 27 Sep 2015  Veterans' rally in Dehradun
  4. 26/27 Sep 2015  Fouji kid from B wood to visit JM in support of OROP. Details will be informed later.
  5. 2 Oct 2015   Biker's rally in Delhi to around the ring road from 0900h to 1100h. Rally will stop at Raj ghat and India gate to pay tributes to Mahatma Gandhi and to our martyrs. Rally will end up.
  6. 2 Oct 2015   Kavi sammelan of all India renowned poets from 1600h to 1800h of valor of soldiers and OROP. Details will be confirmed later.
  7. 6/7/8 Oct 2015  Press Conference in Patna
  8. 6/7 Oct 2015   Veterans' rally in UP. Details will be informed on finalization. 
  9. 11 Oct 2015    Veterans' rally in Varanasi
  10. 17/18 Oct 2015  Veterans' rally in Jullunder
  11. Conveners will arrange local cycle or motor cycle rallies in all town across India. 
  12. Bikers rallies are being planned to carry message of ill treatment of ESM in India and also message of OROP.
  13. Nov 2015 Programs are being worked out and details will be announced soon. 
  14. 1 Dec 2015 Motor cycle rallies will be planned from all major towns in India so that 1500 to 2000 motor cycles reach Delhi on 12/13 Dec 2015 to join up in Mega rally planned for 13 Dec 2015
  15. 13 Dec 2015  Mega Rally at JM in support of OROP. 
  16. Agitation has crossed India and we have received support from unprecedented areas like USA, UK and Australia and Canada. ESM will be agitating in these countries also. 
These are the tentative programs in support of agitation at JM. UFESM/IESM requests support from all ESM to make these programs mega success to let the politicians and bureaucrats know that there is still a lot grease in our joints and we are not fused cartridges. 

ROAR OF LIONS WILL REACH NORTH BLOCK AND SOUTH BLOCK TO CONVEY POWER OF ESM AND THE POWER OF THEIR VOTES. ESM WILL NOT REST TILL GRANT OF FULL OROP AS PER PARLIAMENT APPROVED DEFINITION.

All conveners are requested to note and plan accordingly. Activity team at JM (Col Rohit and Cdr KK Sharma ) will liaise with the conveners to finalize the program details.

APPEAL TO ALL ESM ORGANISATIONS FOR UNITY - UNITED WE WIN - DIVIDED WE FALL

I have been receiving e-mails from various writers viz. Gen Kadian, Col Arsu and others.
 
Bureaucrats have taken us for a ride since 1973 on our status, finances with deliberate delays and have benefited themselves by increasing their margins through Apex grade, NFU while delaying Court Cases for Ex-servicemen.
 
While I agree with recommendation of Col Arsu for unification we should not Settle for diluted OROP.
 
We have Ex Chiefs of Army/AF/Navy not coming forward to support our demands. It seems they are happy with Apex Pension grades and are least concerned about REST of Ex-Servicemen or the widows. These Generals and other Lt Generals  getting Apex Pensions  are currently part of ESM organisations. Gen Balbir Singh probably may be one of them.
 
With the aim of consolidating our effort why not request Apex Pensionersto FOREGO the same. Why not have Dharnaas outside the residences of       Ex Chiefs and APEX Pensioners?
 
Rather than BLAME GAME why don't each organization do MORE THAN THE OTHER?
 
What the likes of me "Happily settled in Canada" are concerned are that IESL  wants to Accept Diluted OROP! Why? We have not got it for 43 Years and would any more years without Full OROP KILL US?
 
You seem to be Asking for LESS!
 
It was some ten years back I was approached to join IESL. I attended couple of meetings which ended with celebrations using either collected funds or from individual responsibility of members. Both sources of finance were discriminatory because all officers are never able to meet such expenses and certainly MOST JCOs (I am son of a JCO) & PBORs were not certainly. This expenditure created a "Sense of Superiority/Inferiority" amongst attendees.
 
Gradually I did realize that many members had Political Leanings. Any political leaning has done us harm like the current one which started in Rewari. Why is Gen VK SinghQUIET? Does he want Dilution? I remember his Force & Energy while fighting for his Date of Birth and stepping onto Anna Hazare "Band Wagon"! Why is he not raising voice against Bureaucracy by being within The Govt. and as a Minister? it is Mind Boggling and questions his intentions. He is one of those getting Apex Pension + Pay of MP + Assured Pension of MP.
 
Should he or Col Rathore ever be bothered about horde of other Ex-Servicemen?
 
Settled in Canada in a Very Happy prosperous Family I am to achieve nothing out of ORROP. What has made me involve  Is The Troops I Commanded and Colleagues and their welfare Post retirement. I am already involved in Social service Activity in Punjab. Increment through OROP is not going to help me. 
 
ALL ESM Organisations have been COOL over PM Announcement on Poor Indian paying for OROP is Extraordinarily Insulting. You all must be aware that MOST PBORs & JCOs are farmers and from Poor Families. Farmers are committing suicide as well. JCOs & PBORs Affected by Double Whammy! I am from a farming family and am fully aware of the problems farmers face due Political & Bureaucratic callous.
 
ESM in Haryana trying to celebrate Diluted OROP Is Shameful. Someone amongst them Has Political Ambitions. Future would certainly reveal that. Gen VK Singh & Col Rathore have Set A Wrong Precedence unless they join the Current Agitation.
 
I humbly request ESM organisations TO UNITE and get the best out of Political Leaders and Bureaucrats rather than becoming part of them like Gen VK Singh and Col Rathore have done.

Armed forces again demand resolution of pay ‘anomalies’ with 7th Pay Commission

NEW DELHI: The armed forces want at least five "core anomalies" in their salary structures to be resolved to establish the "correct baseline" for recommendations of the 7th Central Pay Commission (CPC), whose term has now been extended till December 31 by the government. 

While the heat and dust over one rank, one pension (OROP) is yet to settle, with a section of veterans rejecting the "diluted" version announced by the government on September 5, the serving personnel have their own deep-seated grouse over their eroding "status, parity and equivalence" as compared to their civilian counterparts. 

The armed forces top brass have made several representations to the government, including the defence and finance ministries, on the core anomalies over the last one year. But have received no assurance till now. With the 7th CPC's term being extended by four months, they are now making a last-ditch attempt to get the anomalies rectified. 



One of the main demands is the grant of NFU (non-functional upgradation) for officers denied promotions due to the lack of vacancies in the steeply-pyramidal structure of the armed forces. "IFS and IPS officers, as also those from organized Group A civil services, now get NFU after the 6th CPC like IAS officers. But the armed forces have been kept out of it," said a senior officer. 

"This adversely impacts the morale of serving military officers. It also creates command, control and functional problems because even organizations that work closely with the military like DRDO, Border Roads Organisation, Military Engineer Service and the like get NFU," he added. 

Another demand is the placement of all Lt-Generals in the HAG+ (higher administrative grade) pay-scale like directors-general of police. "As of now, only 33% of Lt-Gens are in the HAG+ scale. The status of all Lt-Gens with that of DGPs must be restored," he added. 

The other anomalies deal with the grant of "uniform grade pay" and proper "initial pay fixation" of Lt-Colonels, Colonels and Brigadiers. There is also the need for all JCOs (junior commissioned officers) and soldiers to get "common pay scales", in the backdrop of the ones recruited before January 2006 not getting them. 

"Successive CPCs have given a raw deal to the armed forces compared to the bureaucracy. Virtually all IAS and IFS officers, for instance, reach the apex pay scale before their retirement due to NFU. They, therefore, get OROP through the backdoor. It's high time the historical and traditional parity was restored," said another officer. 

The civilian bureaucracy, however, is not impressed. It feels the armed forces keep on making "more and more demands" when they already get a lot of privileges from free rations to hugely-subsidized canteens. "Military officers and jawans already get 'military service pay' for their tougher working conditions. The demand for NFU is unrealistic," said a senior bureaucrat.
