COAS acknowledged that IESL is the largest Exservicemen (ESM) organisation and exhorted Veterans to remain united to be relevant as single fraternity.

 Chief highlighted that ensuring correct pension  as entitled is disbursed the all pensioners as there are some of them not getting their dues. He advised IESL to reach out to those affected and bring such cases to the notice of local Veteran cells (Col Veteran) so that the needful can be done.


COAS informed that *AGIF sum assured* on death in respect of Jawans is being *increased from Rs 37.5 lakhs to about Rs 40 lakhs without any increase in premium / subscription*.


  COAS informed that:


1.     DG AFMS has been directed to work out  establishment of  Veterans Hospitals - to  begin with Delhi, Pune  and Chandigarh have been identified as locations and staffed  by Veteran Doctors and  paramedics.

2.     Case for treatment of  Veterans in MH where capacity is  underutilized also under consideration.

3.     Physical Casualties : Presently Officers and  Jawans get disability   pension based on percentage of Pension wherein disability  element of Pension for  same degree of  disability Jawans get  much lower amount.   This is being rexamined  to review the  quantification yardstick  based on severity of  disability - increase disability percentage  beyond 100%  (eg 200%) keeping in view the financial needs of the individual concerned.

4.     Reservist Pension: Case taken up with MOD to get Rs 15000 as Pension to reservists.

5.     Pension to pers who fought 1962 / 1965 / 1971 war: this proposal is being considered for those who participated in the war but not getting Pension.

6.     Cantt Issue:The Chief explained that the Cantt Issue is being set right and action underway to review and enforce security measures by following procedures in accordance with Cantt Act 2006.

7.     Post Retirement Employment of JCOs / OR: Chief informed that action underway to grade promotion exams and those who pass all exams to be conferred with graduation from a recognised University. JCOs / OR will be imparted coaching for entrance exams at training centers before retirement.


The Chief thanked Brig Kartar Singh, President IESL for inviting him for the Governing Body Meeting and complemented him for organising the event. Brig Kartar Singh informed the Chief about the ESM organisations comming together and accepting IESL as the lead organisation to interact with the Government also informed that the Hon'ble RM has scheduled and accepted to meet the ESM reps under leadership of President IESL on 27 Nov 2018.

Under a new proposal sent to the state government, Uttar Pradesh Transport Department plans to rope in post offices for providing services relating to online applications for driving licences, according to a TNN report. The department says that this will streamline the process of online driving licence application by assisting applicants in the process and it will also eliminate middlemen. UP transport commissioner P Guruprasad told TOI that under the proposal sent to the state government for approval, the transport department has suggested that post offices have separate counters for online driving licence applications.
The services at the post office would include payment of application fee. The transport department is now awaiting a go-ahead from the state government, following which it will sign a formal agreement with India Post.
Post office counters would handle all online lincence application services, along with which users can also place renewal requests, change of address, etc. The TNN report added that fee for these services has not been settled upon yet. To begin with, two counters have been planned for the General Post Office in Hazratganj, Lucknow. The facility will eventually be extended to other districts and cities after approval.
Online application for driving licence has seen a tremendous hike over the months. Nearly 90% of people applied for the driving licences online, Delhi’s Transport Department has confirmed, with a similar situation in other states like Tamil Nadu, Gujarat, Haryana, and Maharashtra.
Various data show that overall over 60% of applications of new driving licenses have become online. Currently, citizens from 27 Indian states can apply for DLs online.
In related news, all Regional Transport Offices (RTO) in Delhi are now online on the Internet starting 1st October. This will enable processes like applying for a driving license, learners license and even vehicle’s registration certificate (RC) to also go online.
The Central Government has built a centralised software to make the whole online driving licence application process simpler.
