EX-SERVICEMEN WELFARE BY BJP GOVERNMENT:

             ASSURANCE OF GOOD GOVERNANCE

Dear Prime Minister,

This is in continuation of Indian Ex-Servicemen Movement (IESM) letter

dated 14 Aug 2014.

Ex-servicemen/ soldiers are the only group in India which have given

maximum sacrifices second only to freedom fighters. We gave up our

fundamental rights of speech and expression, were forced to neglect

our families, many of us could not even be by the bedside of our dying

mother or father. Our children grew up without any parenting by the

father. We could not even see our children growing from childhood to

adolescent. We were poorly paid.

Our status has been constantly diminished since independence.

Despite all these hardships, we fought all adversaries to protect the

borders of our motherland and integrity of nation. We did not turn our

back when a bullet came and punctured our chest. We are proud to be

Indians and part of Indian Armed Forces. We were called for any

adversity in the nation and are proud to say that it was handled in a

most professional manner. We brought the situation under control and

went back to barracks satisfied that we have successfully served our

motherland.

We saw India and Indian values going down in last sixty years but

could not arrest it because we were cut off from participating in

growth/ administration of India. We saw moral values of Indians and

Government servants going down to lowest imaginable level. Your words

in your Independence-day speech “MERA KYA AUR MUJHKO KYA” have

expressed the situation in most apt manner.

Mr Prime Minister, we were elated to hear you and other senior members

of BJP that if NDA forms the Government, Indians will experience a

good and efficient Government. Indians believed in your speeches and

attended your rallies in large and unprecedented numbers. These

numbers later converted into votes and BJP got a mandate that even BJP

had never imagined. ESM can proudly claim that this long march of BJP

to form Government started from a mammoth ESM rally at Rewari on 15

Sep 2013. BJP got full majority and now we have BJP in full control of

Government. This was the dream of responsible Indians. They have given

you and BJP a golden opportunity to prove. ESM/ soldiers and even all

Indians thought that this will be end of all evils and we will now

experience good governance and will see some fast decisions starting

from fulfilment of promises (including OROP) made in BJP manifesto.

Your Government started with a bang and initiated action on promises

made in BJP manifesto. We understand that some promises can be

fulfilled immediately and some will take time. We saw signs of good

Governance in the actions initiated by Government. But somehow, ESM/

soldiers have started getting doubts about the action plan.

Dear Prime Minister, you had proclaimed in your speeches that OROP

approved by outgoing UPA Government was not full and your Government

will grant and give full OROP to ESM/ soldiers. We were elated to hear

this in the budget speech of Finance Minister on 10 June 14.

However, the IESM delegation got a rude shock on 16 July 14 when the

Finance Minister asked us to scale down our demand. Sir, OROP has only

one definition and can have only one calculation and there is no

option of scaling down our genuine demand for which ESM have been

fighting for the last 25 years and for which all senior members of BJP

had promised that OROP in full will be granted by the BJP Government

as soon as the Government is formed. We still are hopeful after

hearing your speech in Leh “OROP is a commitment of my Government and

sufficient funds are earmarked in Budget for OROP”.

ESM were in for another shock. Hon’ble PM sir: you had promised that

stake holders must be consulted at all stages for all other demands of

ESM including OROP. Sir, forget about consultations we are not even

heard, our correspondence is not even acknowledged by so called powers

of MOD. Sir, we are not even sure whether our correspondence marked

for your attention reaches you or it is blocked at office level

itself. In fact, we are not even sure whether this letter would be

shown to you or not.

Hon’ble PM Sir, if these are the signs of Good Governance then

probably we are knocking on wrong doors and it seems the strongest

pillar of democracy, ESM of India, would again be given some

breadcrumbs in the name of OROP. If that happens Sir, we would be

forced to think that all politicians are same irrespective of their

party or promises.

The 30-lakh strong ESM family is looking up to you for a favourable

decision on the OROP issue which has the sanction of two parliaments

and two major parties of India and over and above it has the approval

of Hon’ble Prime Minister of India Sh Narendra Modi. OROP has been

approved since last six months but implementation letter for OROP is

stuck in quagmire of a most “efficient bureaucracy” of India.

May we request you for your personal intervention for issuing the

implementation letter for OROP? We would be grateful to receive an

acknowledgement that this letter has been put up to you.
