Will the Minister of DEFENCE be pleased to satate :-

(a) whether Government has substantiated reasons for considerable delay in implementation of the OROP scheme and the reasons therefor;

(b) the details of the proposed timeline for releasing an order for the implementation of the OROP scheme;

(c) the details of the targeted number of beneficiary retired officers under the OROP scheme;

(d) the details of the number of beneficiaries covered under the already allocated `1,000 crore by Government; and

(e) whether Government is adopting any mechanism or measures, different from the previous Government, with regard to One Rank, One Pension Scheme?

(a) to (e): The principle of One Rank One Pension for the Armed Forces has been accepted by the government. The modalities for implementation have been discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

क्याव रक्षा मंत्री यह बताने की कृपा करेंगे कि :

(क) क्या सरकार ने ‘वन रैंक, वन पेंशन (ओ.आर.ओ.पी.)’ योजना के कार्यान्वयन में अत्यधिक विलंब के कारणों की पुष्टि की है एवं इसके क्या कारण हैं;

(ख)   ओ.आर.ओ.पी. योजना के कार्यान्वयन हेतु आदेश जारी किए जाने के लिए प्रस्तावित समय-सीमा का ब्यौरा क्या है; 

(ग) ओ.आर.ओ.पी. योजना के अंतर्गत सेवानिवृत्त लाभार्थी अधिकारियों की लक्षित संख्या का ब्यौरा क्या है;

(घ)   सरकार द्वारा पहले से आबंटित 1,000 करोड़ रुपए के अंतर्गत लाभान्वित होने वालों की संख्या का ब्यौरा क्या है; और 

(ड़.)   क्या सरकार ‘वन रैंक, वन पेंशन’ योजना के संबंध में पूर्ववर्ती सरकार से भिन्न कोई तंत्र अथवा उपाय अपना रही है ?

(क) से (ड़.): सशस्त्र बलों के लिए एक रैंक-एक पेंशन के सिद्धांत को सरकार द्वारा स्वीकार कर लिया गया है । इसके कार्यान्वयन के तौर-तरीकों पर विभिन्न हितधारकों के साथ चर्चा की गई है तथा वर्तमान में ये सरकार के विचाराधीन हैं  । सरकार द्वारा कार्यान्वयन के तौर-तरीकों को अनुमोदित कर लिए जाने पर इसे लागू कर दिया जाएगा ।

(क) क्या सरकार ने अंततः रक्षा बलों में भूतपूर्व सैनिकों हेतु "एक रैंक-एक पेंशन" योजना को लागू करने का निर्णय ले लिया है ;

(ख) यदि हां, तो क्या रक्षा मंत्रालय ने इस संबंध में वित्त मंत्रालय के समक्ष अपना विचार व्यक्त किया है ; और

(ग) यदि हां, तो इसमें अंतर्ग्रस्त वित्तीय निहितार्थों का ब्यौरा क्या है तथा इस योजना को कब तक लागू किए जाने की संभावना है ?
