"Our Esteemed Veterans and Next of Kin,

1.      Reports wrt reduction of canteen entitlement have been circulating in print and social media.

2.      It is clarified that there is no change in the existing monetary limit on a grocery card of an individual. Similarly, there is no change in the existing individual liquor quota. No instructions have been circulated by CS Dte/QMG Br to reduce the present entitlement.

3.      Based on C&AG performance audit report & instances of misuse, URCs have been instructed to prevent pilferage, usually being done through bulk purchase. Hence, in order to prevent pilferage, URCs have laid down local restrictions on bulk purchase.

4.      Canteen facility is a welfare measure which has been authorised to defence service personnel. The onus of making the facility robust lies with the end user, so that, this facility continues to benefit future generations.

5.      ESM are requested not to indulge in activities, which hamper the reputation of canteen facility & triservices in the environment, as these cases are highlighted in print media & social media. Further, it is also requested that any instance of pilferage, misuse, or selling of stores to unauthorized personnel, be immediately brought to the notice of local Formation HQ/Station HQ or CS Dte to take corrective/disciplinary action against the erring individual.

6.      Cooperation from ESM in this regard, for the betterment of organization and strengthening the system is highly solicited please."
