**Points discussed in Corps Cdr meet on 25 Jun 2022* 
1. Hoshiarpur is a non  military station. We have War Memorial constructed with the donation of esm and many others. 
There is  no fund for it's maintenance and org three functions ... i.e veterans meet, Kargil Day and Vijay Divas. 
2. ZSWO in ZSB is looking after 5 to 6 distt and so hardly available in his office. So, independent ZSWO should be there or else he shouldn't be looking after more than two distt.
3.Fauzi Mela should be org at non military stations at least once in three years. So that school and college students are motivated. 
4. ESM assn are many now a days, so specific esm assn should be registered with Stn HQ to interact and to know the ground realities of problems of veteran and widows. 
5. Regular medicines which are NA and are  required by esm be puchased and should be made available in ECHS polyclinics. The statistics of  quantity of these medicines required to be maintained so that veteran and widows need not to run around.
6. Regular patients should not be come through reception, doctor and pharmacy  and these medicines data is required to  be maintained by pharmacy and to be issued directly by pharmacy . It will save patient's and doctor's time.
7. Majority of patients aren't aware of good doctor's available in various empanelled hospitals, so they are required to be guided by polyclinics which isn't there. 
8. Non military station patients aren't to be referred to Service Hospitals and Govt hospitals as per policy. They can go direct to any empanelled hosp of their choice. Instructions are required to be issued to OIC Polyclinics for action and it's implementation. 
9. Many empanelled hospitals, though, empanelled specialist facilities but on ground aren't  not available.  Patients have to run around to various hospitals. So Regular reports should be asked from hospitals and violators to be penalized. 
10. Some of the empanelled hospital don't have blood banks , they shouldn't have been empanelled.  As per policy, arrangement of blood is the responsibility of the hospital but they force the patient or attendant to bring the blood and the cost either not  refunded, or  in full or much delayed. 
11. There should be regular check in unwanted tests and admissions by empanelled hospitals , so that ECHS money is saved.
12  OIC Polyclinic should be appointed after two to three years of colling period after retirement so that he instil and  have the feeling of veteran . 
12. Five months back CSD Depo Jalandhar started issuing items once a month due to which CSD canteen Hoshiarpur faced a  lot of problem and drawan 25 to 30 lakhs less than the authorization every month. Depot is a Service provider and shouldn't issue any such order without consulting the user.  
13.  Demands for CSD Deport are now sent three months in advance and therefore NO ITEM should be NA but 9 to 10% are still found NA in DEPOT which can't be accepted. Depot should be instructed to make available all the demanded items.  
14.Rep of Stn HQ should visit Hoshiarpur at least once a month to make dependant cards of veterans and widows  who can't visit the canteen due to old age and illness so that their visit to visit Stn HQ is avoided. 
15. Time bound  actions should be taken by all authorities to resolve  the problems of  veterans and widows and regular progress to be intimated to them. 
16. It's not understood as  to why  SPARSH has been implemented without consulting the stake holders I.e veterans or else PILOT project should have been there. The problems faced by 54000  veterans for not getting pension of April in time should have been avoided. Next phase of migrating data shouldn't be started before resolving all the problems visualised in the first phase.
17. Old veterans and widows staying alone don't know how  to operate computer or mobile and therefore will face problems of loading  annual life certificate which they were handing over to near by banks till now. Solution to such problems of LC and pension problems be looked into. 

Since time is short and all these points and  few others which are required to be discussed in deatials can't be discussed now. Hence avoided. Separate time may be given for discussion.
