A article written by a former IPS officer.

Hi All,
I am fwd an article written by a former IPS officer. Since he had served as a DGP in a State ,  and also of BSF, ideally he should be knowing what he is suggesting here. 
To give a bird's eye view of  the flab ( and the resultant rot ) . As per the author, just   in one state (UP ) , there are 14 DGsP  and 42 ADGsP !. Not to be left behind , the UP  state bureaucracy has 29 Chief Secretaries, 28 Principal  Secy  and 61 Secy   to the state .Not to be outdone, the Centre  boasts of 91 Secretaries ( Not counting the ones on the panel of some autonomous bodies ) and 21 DGs P .
 
Each of  these Secy to the GOI  and the Chief Secretaries of the various states claim to be equivalent to the Army/ Navy / IAF Chiefs in protocol and in pay - notwithstanding the chasm between their operational and logistical responsibilities or the span of their command  . So, you now can imagine how many persons in the babudom of IAS, IPS and  other  AIS claim equivalence with  the Service Chiefs  at any given moment . 

And, when you multiply the above hierarchy of one state, with the number of states / UTs in India, one gets an idea of the  huge unproductive load and the rot in the babudom . And, the financial demands  on the nation. 

What is worse, once a person gets into the AIS, he/ she is assured of a rise to the very top in the normal circumstances- unless he / she  gets caught red handed with their hands on the till.It is this system ( which the author of the article must have seen from close quarters ) that is suggested to be changed radically for accountability and results .
As things stand, only a bulldozing Modi can bring about such a  radical change in our Babudom!.But, considering the hurdles enroute, even he may not find the going easy- unless he wins a massive mandidate in the next general elections and then decided to take the bull by the horns !.
