TSEWA organised an Awareness programme in Jal Vayu Towers, New Town, Kolkata on 08 Jan 2023.

Dear Veterans ,
TSEWA organised an Awareness programme in Jal Vayu Towers, New Town, Kolkata on 08 Jan 2023. 308 Ex-Servicemen and widows attended beyond my expectation. All credit for this goes to Maj Gen Shib Nath Mukherjee, President, TSEWA of Eastern Zone and West Bengal and Sgt NB Roy, Secretary, TSEWA, West Bengal. Maj Gen SN Mukherjee motivated his team mostly Sgts of IAF who are very difficult to handle. 
The arrangements at the venue are praise worthy. Every requirement was well taken care of. The team comprising of Cmde Sudheer Parakala (Retd), President, TSEWA, Col Sriknatha Seshadri, President, TSEWA, Karnataka and expert on ECHS being a member of Oversight Committee of ECHS and Brig CS VIDYASAGAR . They were able to explain all benefits like pension, OROP, SPARSH, ECHS and new provisions of CSD to the participants.

Grievance:  Holds ECHS card 32KB but could not upgrade to 64 KB card due to non availability of E-PPO. Since last two months she is unable to get her medicines. She is 82 year old lady.
The sailor while at the time of retirement did not get his name of his wife Smt Chaya Roy endorsed in the PPO. But she is getting her family pension, holds ECHS card and canteen card.
Zilla Sanik Welfare Officer Wg Cdr Chandan Mukherjee vide his letter No 16/03/Naval Spl PC/1014 dt 11 Nov 2022 to NAVPEN has sent a request to generation of E-PPO.

Information Sought:  Date for Enhanced Rate of Ordinary Family Pension
4 1.  Miss Aparajita Roy, Daughter of (Late) MR 01976 W BM Roy is mentally disabled with 60% disability. She is a divorcee too. 
2.   Col BM Roy passed away on 27 Oct 2008 and his wife Smt Jaya Roy was getting family pension vide PPO No 134 1996 00049 suffix 0199 (original PPO : M003927/1996 and latest Corr PPO No 10066 1996 dated 07 May 1977. PCDA (Pensions) Prayagraj issued a Corr PPO No M/Corr/008223/2015 by adding the name of mentally handicapped daughter Aparajita Roy. Only for records and not for payment as mother Smt Jaya Roy was still alive. 
3.    On 04 Dec 2021, Smt Jaya Roy also passed away and death certificate was issued by Dept of Health & Family Welfare, Govt of West Bengal vide registration No: WB_DR/2021/1/004840 dated 06 Dec 2021.
4.    Army Veterans Cell, HQ Eastern Command sent this case with all supporting documents to MPRS (O), L Block, New Delhi vide their letter No: 202764/Pen/Offr/FP-1 dated 08 Jan 2022& 14 Jan 2022& 19 Jan 2022& 25 Jan 2022& 02 Feb 2022& 15 Feb 2022. 
5.   MPRS(O) vide their No MR-01976W/MPRS(O) /AMC / NE dated 10 Nov 2022 has sent all the document to G-1/Mil Sec of PCDA (Pensions) Prayagraj.  She has brother Mr Bijoesh Roy with Mobile No: 9874746611 and email address: bijoesh@gmail.com who is the legal gaudian Aparajita Roy who is mentally disabled.
6.   Now that both parents have died and PCDDA (Pensions) Prayagraj have already endorsed the mentally disabled daughter Aparajita Roy in the Corr PPO M/CORR/25311/2015, only action left is to generate PPO in favour of Ms Aparijata Roy to get ordinary family pension
5 1.    14577404F Hav / Clk Mohd Esanal Kareim on discharge on completion of terms and conditions in Corps of EME on 31 May 2000 with basic pay of Rs 4,300 pm. On implementation of 7th CPC orders, his basic pension was enhanced to Rs 19,527 pm. Mobile No: 97329 94320

2.     He was re-employed as Assistant Teacher at Sukna Primary School and presently serving with Mehdinagar Modian Primary School under Mollapur Circle (Dept of School Education, Govt of West Bengal) in the minimum of basic pay of Rs 3,150 pm w.e.f. 02 Apr 2002.  
3.    He submitted his digital life certificate to SPARSH vide his pensioner ID: 204 2000 02519. He erroneously mentioned that his pay scale is Rs 7,100 – 37,600 whereas it is only Rs 3,15 – 80 – 3,690 – 90-4,380 -100-5,680 vide Sub – Inspector of Schools, Mollarpur Circle, Birbhum Dist memo no : 249 dated 08 Dec 2022 and  Birbhum Dist Primary School Council memo no : 901/1(5) dt 27 Mar 2002.
4.   Sub – Inspector of Schools, Mollarpur Circle, Birbhum Dist memo no : 250 dated 08 Dec 2022 has certified that Ex-Hav Mohd Esanal Kareim was re-employed in the Dept of School Education in Govt of West Bengal was holding a post of non- commissioned officer. Entire pension sanctioned by Central Govt was ignored in fixation of initial pay on re-employment that is no part of his pension was taken into account in such fixation of pay in the pay scale of the post in which the pensioner has been reemployed. The pay of the pensioner on re-employment was fixed at Minimum of pay scale in the post in which he is re-employed since 02 Apr 2002.
5.   Since the NCO has given erroneous pay scale, Dearness Relief paid to him from Min of Def has of Rs 6,509 was deducted.
6.    Since his initial pay of Rs 3,150 pm fixed on re-employment is lesser than his pension of Rs 4,300 pm and entire pension was ignored in fixation of pay scale on re-employment and the pensioner being a non commissioned officer, he is eligible to draw Dearness Relief on his pension from Min of Def vide Circular 200 of PCDA (Pensions) Prayagraj and DR paid and deducted be given back to him. 
Air Chief Mshl Arup Raha (Retd) and Lt Gen Anup Mukherjee, former DGAFMS graced the programme.
After lunch they had divided ourselves to have one to one meeting with Ex-Servicemen and widows (Single ladies). We could redress some grievances then and there and balance TSEWA Team brought them to Secunderabad for redressal at the earliest.
