*FIXATION OF PENSION X GROUP DIPLOMA HOLDERS - OROP-2* 

Dear Sir,

1. Sgt Inglesh Ranjan sought answers to seven queries on OROP – II under RTI Act 2007. It appears he is a Diploma holder whose diploma is recognized by AICTE and is a Pre – 2016 retiree. Sainik Samachar India video channel put up the questionnaire of Sgt Inglesh Ranajan and the reply received from Sri Mukesh Kumar Sinha, IDAS, Principal Controller of PCDA (Pensions) Prayagra dated 01 Mar 2023. I met Mr Mukesh Kumar Sinha on 14 Dec 2022 in his office twice and found him to be a thorough gentleman, very knowledgeable and easily approachable. Smt Hilda Mary Arogyaswamy of Tamilnadu who lost her husband in May 2019 yet till 14 Dec 2022 did not get her ordinary family pension. On my request Sri Mukesh Kumar Sinha gave orders to generate PPO in two days. But, in just one day PPO was generated by Lt Col Ranjan Kumar, OiC, DPCC in the office of PCDA (Pensions) Prayagraj and she got arrears of Rs 10.75 lakhs in her SBI account in just one week thanks to intervention of Lt Gen Vinod Vashishst, AVSM, VSM & bar (Retd), Principal Defence Banking Advisor of SBI, New Delhi.

3. I give here the the questions of Sgt Inglesh Ranjan and answers given by Sri Mukesh Kumar Sinha, IDAS.

4. *Question 1*. Is X gp pay of ₹ 6,200  a new provision or is it enhancement of X gp pay from 6th CPC to 7th CPC.

5. *Question 2*. Is  X gp pay of ₹ 6,200 implemented from Jan 2016 or is it applicable to all Diploma holders (irrespective of date of retirement).
6. *Answer 1 & 2*. X gp holder of 6th CPC used to draw X gp pay of ₹ 1,400 which has been enhanced to ₹ 1,400 x 2.57 = Rs 3,600 from Jan 2016. The Govt of Inda, Min of Def on the recommendation of 7th CPC created two X gps with pay of ₹ 6,200 for those whose diploma is recognized by AICTE and ₹ 3,600 for other diploma holders. Therefore, the X pay of ₹ 6,200 is applicable to only those in service on or after Jan 2016 and thereafter retired.
This is a policy decision of Govt of India, Min of Def and this office cannot offer any comments.

7. *Question 3*. X gp holder who retires on 31 Dec 2015 and the one who retires one day later on 01 Jan 2016 get different pay and different pension?

8. *Answer 3.* Those who retire prior to Jan 2016 get their X gp pay of ₹ 1400 x 2.57 = ₹ 3,600 pm. Min of Def on the recommendation of 7th CPC introduced two X gps w.e.f. Jan 2016 with X gp pay of ₹ 6,200 and ₹ 3,600 vide their letter dated 08 Apr 2022 when the policy on OROP – II was framed. The reason for creation of these two X gps is a policy decision and PCDA (Pensions) Prayagraj is not privy to this.

9.*Question 4*: Why is OROP – II which is effective from Jul 2019 be linked to 2016*?
10. *Question 5*. What is the basis of making OROP – II tables?. Is it based on same rank, same QS and same Gp X or Y or is it based on Pre – 2016 or Post – 2016?

11. *Answer 4 & 5*. The pension tables of OROP – II are made on the basis of Average pension of those retired in calendar year 2018. The benefit of OROP – II is applicable to all those retirees of Pre – Jul 2019 vintage. This is a policy decision and PCDA (Pensions) Prayagraj cannot comment on it.

12. *Question 6*. X gp is divided is divided into two post 7th CPC. Is it applicable only to X gp?

13. *Answer 6*. On implementation of 7th CPC, only X gp is divided into two groups. Therefore, it is applicable only to X gp.

*Question II* Why is the PMR personnel who retired in the period 01 Jul 2014 to 08 Nov 2015 are deprived of OROP – II?

*Answer II*. Min of Def formulated the policy on OROP – II vide their letter dated 08 Apr 2022. This being a policy decision, PCDA (Pensions) Prayagraj cannot offer any comments.
