PCDA Circular 667 : No Hope  Of OROP Full Arrears Before 15 March 

Based on the Supreme Court Order of dated 27 Feb 2023, Defence Ministry had taken immediate action and PCDA (P), Prayagraj issued office memorandum regarding payment of entire amount of Arrears of OROP pension to all eligible Armed Forces Pensioners by 15th March 2023 at one go. The information in this regard and Original pdf copy of the PCDA Circular No 667 dated 28 Feb was reproduced in this website.  However it has been noticed on 03 March 2023 that the PCDA(P) Circular No 667 dated 28 Feb 2023 has been deleted from their official website.    

Earlier it was decided by the PCDA that the arrears to be paid in four installment each after 6 months. The IESM, aggrieved by this decision of the Defence Ministry, approached the Appex Court and finally got the justice.

Veterans are worried of the matter that the govt might have taken some different policy regarding PCDA Circular 667  Some have expressed their opinion that the govt may not be agreed with the orders passed by the Supreme Court and again the One time OROP Arrears Payment issue may be held up.

However neither PCDA nor any other defence authority revealed any sort of information regarding reason for deletion of Circular No 667 dt 28 Feb 2023.  So, we may expect that payment of OROP arrears for all eligible defence pensioners will be done by 15th March 2023 as published by PCDA Circular No 667 dt 28 Feb 2023.

Government of India. Ministry of Defence letter No. 1(1 )/2019/D(Pen/Pol)/Vol-lI dated 20.01.2023 and No. l (1)/20 I 9/D(Pen/Pol) dated 04.01.2023 on the OROP matter has been issued in implementation of OROP i.e  01.07.2019. PCDA has also issued necessary directive to all PDAs in implementation of same vide Circular No. 666 dt 20.01.2023.
