One of the key updates in this policy is the focus on the total number of vehicles an individual can own during their lifetime. As per the new regulations, Defence Personnel in pay levels 3 to 5 are permitted to purchase up to four cars throughout their lives, whereas those in pay matrix levels 6 to 9 can acquire as many as five cars during their lifetime.

In 2024, new guidelines have been established for purchasing vehicles through the CSD Car Eligibility program, marking a notable shift in how cars can be acquired. This policy, tailored specifically for Junior Commissioned Officers (JCO) and Other Ranks (OR) utilizing the CSD Canteen, is set to take effect on February 1, 2024.

2024 New CSD Car Policy for Other Ranks (ORs)

Individuals who hold the Sepoy or an equivalent rank in the Indian Air Force and Indian Navy (pay levels 3A to 5) are subject to particular rules regarding Eligibility and benefits when it comes to buying vehicles through the Canteen Stores Department (CSD). This applies to current service members, retirees, widows, and their next of kin. For those in pay levels 3 to 5, which includes active and retired Armed Forces personnel, pensioners, widows, and their families, the highest amount allowed for purchasing a CSD vehicle is 8 lakhs, not including taxes.

Furthermore, each qualified person can buy up to four cars throughout their lifetime. The first vehicle purchase is permitted after a minimum of five years of service, and there’s an enforced waiting period of eight years between buying additional cars. If a widow of a pensioner wishes to use the car purchase benefit, she can do so with the unused quota of her deceased spouse.

However, if the deceased had already used their entitlement to buy four vehicles, the widow would not qualify for this advantage. It is crucial to note that there must be an eight-year gap between the acquisition of two vehicles, underscoring the importance of careful oversight in the allocation of resources and benefits within this specific group.

The updated policy for Non-Commissioned Officers (NCOs) in the Indian Army, Subordinate Majors in the Naval Branch, and those holding equivalent positions in the Indian Air Force and Indian Navy has introduced new benefits. Now, Defense Personnel in pay levels 6 to 9, primarily consisting of Junior Commissioned Officers (JCOs), can purchase up to five cars throughout their lifetime via the online portal of the Canteen Stores Department (CSD) Armed Forces Depot (AFD).

This advantageous provision is also available to retired personnel and their widows, ensuring they too can utilize this facility. After serving five years, individuals may acquire their first vehicle, with a required waiting period of eight years before they can buy additional cars. This reform represents a notable enhancement compared to the prior limit of three cars. Additionally, there is a purchase cap of 10 lakhs (excluding taxes) for each vehicle, reflecting a strong commitment to supporting and honoring our armed forces members and their families.

Those who have committed themselves to the service of the Armed Forces, such as veterans, widows, and their families, are classified within Pay Levels 10 to 18. In recognition of their dedication and sacrifices, this distinguished group is offered the unique opportunity to purchase vehicles, with a limit of 20 lakhs, not including taxes. Each qualifying person may take advantage of this benefit once every eight years, guaranteeing they can travel with ease and comfort.

The 2024 CSD Car Eligibility Policy is designed for civilian officers who are either active or retired and draw compensation from defense estimates in pay grades 11 to 18, as well as family pensioners. These individuals are eligible for a vehicle purchase benefit capped at INR 20 lakhs, not including taxes. This benefit may be claimed once every eight years by those who qualify.

The 2024 CSD Electric Vehicle (EV) Car Policy has been revised to provide a unique benefit for military members opting for an EV for their first purchase. Under the new guidelines, these service members can acquire their next vehicle after just six years, rather than the standard eight-year waiting period. However, it’s crucial to understand that any vehicle purchased thereafter must follow the full eight-year interval.

CSD Car Eligibility for Agniveers and Students of Military Schools

The Canteen Stores Department, abbreviated as CSD, provides opportunities for Agniveers, students enrolled in Sainik or Military Schools, and Officer Cadets currently in training. Those in the Agniveer program and Sainik/Military School attendees, as well as RIMC students, are entitled to buy grocery items valued up to 3,500 rupees monthly with the use of Steel Cards. Freshly commissioned officers and Agniveers are issued grocery and liquor cards at their respective training facilities upon finishing their training. Additionally, Officer Cadets at these academies receive a ‘Personalised CSD Smart Card,’ which enables them to acquire groceries worth up to 5,000 rupees each month and AFD-II items totaling up to 20,000 rupees annually
