Respected Veterans, 
The Terms of Reference for 8th CPC is issued.
The approval for constitution of 8th CPC was given only on 16 Jan 2026 and not in Jan 2025. The delay is already one year.
The 8th CPC is to be composed of only one Chairman and one part time member. The Secretary Expenditure of Min of Finance is usually the member secretary. This time the Economics experts is not found to be included in the composition of the 8th CPC Pay commission.
Not understood why it took nine months to formulate the Terms of Reference which is same like in any other central pay commission.
Once the 8th CPC is constituted its term is for 18 months after the 8th CPC is formally constituted with names of the Chairman and Member (Part time who is generally a retired IAS officer). Then count 18 months that date of gazette notification. Once 8th CPC submits its recommendations, then these are examined by the committee of secretaries and then by Group of ministers. Add minimum six months to get Govt approval.
With the kind of delay, the Government approval is expected to be announced closer to 2029 general elections.
Do not have much hopes of huge increase in your pension. 
Army HQ informed that Fitment factor is not likely to be more than 1.85. It is again their expectation.
If DR in Jan 2026 is likely to be 61%, the the fitment factor existing already is 1.61 before 8th CPC. The increase is only 1.85 - 1.61 = 0.24. Similar to what happened in the 7th CPC.

For example if someone’s pension is Rs 50,000 without DR in Jan 2026 before 8th CPC, then the increase is likely to as under:-
Pension in Jan 2026 in 8th CPC = 50000 x 1.85 = Rs 92500 with DR at 0%.
Pension already being drawn with expected DR of 61% = 50000 x 1.61 = Rs 80,500.
The increase in pension by 8th CPC  is only Rs 92500 - 80500 = Rs 12,000.
Percentage increase in pension in 8th CPC likely to be if fitment factor is 1.85 = Rs 12000/80500 = 14.90% some what similar to 7th CPC.
Do not have much hopes of bonanza in 8th CPC.
The only silver lining is the new pension will be from 01 Jan 2026.
For rough calculations you can expect your pension in 8th CPC is likely to be = Pension in Dec 2025 without DR x 1.85 (Likely Fitment Factor as estimated by Army Hq).
