Bhubaneswar: All India AIDS Control Employees Association All India AIDS Control Employees Association along with our state association named above, is going on “GANA DHARANA” throughout nation against decision of the Department of AIDS Control, Ministry of Health &Family Welfare, Govt. of India on the following grievances:- Our chartered of demands:- 1. Fixation of salary of the staff taking into consideration the ensuing 7th pay commission & present drawals of 6th pay commission of Govt. of India / Odisha. As per revised remuneration fixed by the Deptt. of AIDS Control vide office order no. A-11011/23/2013- DAC (HR) dated 09.01.14 there is apparent disparity in remuneration.
As such, some posts are awarded higher revised range where as in fixation of remuneration of some more posts are reduced even lesser than earlier pay range of dac / NACO. Therefore, DAC / NACO being the instrumentality of the state should adopt equality on policy decision. 2. HR Policy:- An uniform HR policy to be implemented in accordance with all the projects under Health & FW Deptt., Govt. of Odisha, irrespective of projects / programmes, Like enforcement of ORV act etc. 3. Absorption of the contractual staff:- Like other projects under Health & FW Deptt., the project staff of OSACS be absorbed on regular basis with pay protection under Health & F W Deptt. considering their experience, qualification & age factor etc. 4. Continuance of project staff: - Till this HIV/AIDS project continues in Odisha, all the staff must continue under this fold without any disruption of services & their service book may be maintained, like Govt. servants. 5. Staff Benefits:- The other central Govt. projects running under Govt. of Odisha, such as OPEPA, TRIPTI etc. the staff are availing social securities like EPF, ESI, Group Accidental Insurance etc., employees of Orissa SACS also be provided the same benefits irrespective of categories of posts. Even after completion more than 15 years on implementing NACP, no social security or welfare scheme is being extended to its employees. Besides NACO has turned deaf ear towards EPF, ESI and personal insurance. Here, people working against stigma and discrimination on the security are being badly suffering. Though PLHIV/ CLIHIV are well protected. Thus, we also need social protection and regularisation with retrospective effect from our date of joining, because some employees have spent their entire Carrere in the NACP and already passed their any other regular job. 6. There must be “Equal Pay for Equal Work” in accordance with the mandate of Constitution of India, at par with State Govt. / Central Govt. Norms. 7. Declaration of Ex-gratia in case of accident / pre-mature death or dyeing in harness in favour of contractual employees, since it is an obligatory duty of the state. 8. In case of Odisha, it is found more than 50% of employees are from women category who are also being deprived from legal rights such as Maternity leave etc 9. Deptt. of AIDS control must be extended to all States and Union Territories in their Department port-folio through notification. Information:- Govt. of Odisha have decided (duly approved in the State Cabinet during February, 2013) to consider for regularisation of staff, who have completed contractual services 6 (Six) years and above in the Govt. sector in the similar carder of the existing vacancy under the same deptt. On believing the revolutionary decision, very surely, the employees of Orissa SACS through their legitimate association namely, Odisha State NACP (HIV/AIDS) Staff Welfare Association (OSNSWA), duly regd. under trade union Act (No. 947-CTC) requesting to the Hon’ble Minister, Health & Family Welfare and M.S. & M.E. to consider the proposal for regularisation of staff, who have completed contractual services 6 (Six) years and above in OSACS under Health & Family Welfare Deptt. That, the Department of AIDS Control, Ministry of Health & Family Welfare, Govt. of India, implementing National AIDS Control Programme (NACP) in the state since 1992 in different phases i.e. Phase Year of programme Implementing under Deptt. Remarks I 1992-1999 Directorate of Health Services, Odisha Health & FW II 1999 – 2004 Orissa State Health & Family Welfare Society (State AIDS Cell) This is a state level existing society, where many other programmes are also being implemented like, RCH, NRHM etc. Health & FW Govt. of India offered to set-up a state level society for implementation of National AIDS Control Programme and for smooth flow of funds from NACO direct to the society. 2004-2007 (Extension period of NACP –II) Orissa State AIDS Control Society (OSACS) Health & FW On 18.09.2003, Govt. of Odisha decided to establish OSACS and registered under Society registration act on 14.07.2004 III 2007-2012 (Launched on 6th July, 2007) Orissa State AIDS Control Society (OSACS) Health & FW IV 2012 – 2017 NACP - IV Funding Pattern: • National AIDS Control Organisation (NACO) is now been categorized as Deptt. of AIDS Control under Ministry of Health & Family Welfare, Govt. of India, who have raising funds from the domestic / Departmental budget support and global funds for implementation of National AIDS Control Progarmme. • All the states have received funds from the central body (NACO) through this society. Staffing Pattern: • Govt. of Odisha deputed the officers / doctors to carryout the programme in proper manner, such as:- i. Head of the Institution - Sr. IAS officer / rank of Addl. Secretary to Govt. of Odisha ii. Financial Advisor – rank of Additional Secretary/ Jt. Secretary to Govt. from Finance Deptt. (OFS Cadre) iii. Administrative Officer – rank of Deputy Secretary from OAS Cadre iv. Technical Persons (Doctors) – rank of Additional Director, Jt. Director, Dy. Director etc. • OSACS appointed contractual employees mainly for implementation of the programme for the core activities such as o Identification of HIV o Counselling & assist to get support for getting the benefits under the various Social Security Schemes of Govt. of Odisha like, MBPY (Madhubabu Pension Yojana), AAY (Antodaya Anna Yojana) Mo Kudia etc. o Providing Care, Support & Treatment o Create Awareness among the general population as well as the infected and affected people with HIV & AIDS (PLHIV) and to reduce the stigma & discrimination towards PLHIV. o Their services also been utilised in General Health System as and when required. 2. Mostly, the staffs are involved in risk-taking & life-saving services under the prevention and control of HIV & AIDS programme. 3. Those people working under this programme are being well-trained by Govt. of India, other important institutions & Govt. of Odisha as well. 4. Many of the employees have experienced for a longer period, some of them have already been completed 20 yrs (joined in 28-09-1993) till date.
