There are certain exceptions in this particular MOD orders :- .
1. The Government wants the payment to be completed in FY .
.2. MOD has already conducted a meeting of All bank CEOs in the ministry some where in JAn 2015 and forewarned them that the Ministry and PMO is going to monitor the progress of distribution
( Please refer to a circular of PNB on the subject issued to all their CPPCs). Accordingly all major banks are geared up for implementation before 28 Feb .
.3. Para 5 of the MOD letter clearly stipulates that the PDAs to directly implement without waiting for further instructions from PSAs(in this case , the PCDA-Pensions Allahabad).
Therefore , there is no ambiguity in this case . where as other (previous) MOD orders do not directly address it to the banks .
Due to paculiar nature of the issue , you may not be surprised to see the circualr on this subject from PCDA(pensions) even tomorrow or at least by this week end .
Any way waited for so many years , another month wont make any difference , but it will over flow into the next years defence budget and the fin.min may be wanting it to happen this fiscal .
Therefore , kindly ,wait and see what happens .
