EQUALIZATION OF PENSIONS OF DEFENCE PERSONNEL WITH EFFECT FROM 01 JUL 2019 UNDER ONE RANK ONE PENSION (OROP) SCHEME AS PER GOVT OF INDIA MIN OF DEF NOTIFICATION NO 12(1)/2014/D(PEN/POL)-PART-II DATED 07 NOV 2015

1. Please refer our letter dated 04 Jun 2019 (Copy attached).
2. It is understood that you have constituted a Committee headed by CGDA to go into the issue of equalization OF Pensions of Defence Personnel with effect from 01 Jul 2019 under OROP Scheme and have given one month time to submit recommendations. In this regard, we wish to submit the following for your consideration please:-
(a) The Govt Notification on the Implementation of OROP was issued on 07th Nov 2015 where in specific provision was made to equalize pension after 5 years ie with effect from 01 Jul 2019.
(b) Once specific Govt order exists to equalise OROP after five years, then what is the need of another committee to give recommendation on the equalization of pension. This will be against the existing Govt order. This needs your reconsideration please.
(c) Equalization of pensions means the pensions of defence Personnel who retire on 01 Jul 2019 will be passed to all the past pensioners of the same class. For your information A Sepoy with 17 years of Service Y Group who retired on 31 Mar 2019 as per his PPO is getting pension of Rs 21325 (PPO enclosed) whereas the same class of Sepoy who retired prior to 01 Jul 2014 under the OROP Scheme is getting Pension of Rs 17129/-. Equalisation means all Sepoys of the same class who retired prior to 01 Jul 2014 are to be given pension of Rs 21325/- for which there will be no need to constitute another committee.
3. We therefore request you to issue instructions for the equalization of pensions of all Defence Personnel with effect from 01 Jul 2019 as per the provision mentioned in Govt of India Min of Def Notification No 12(1)/2014/D(Pen/Pol)-Part-II dated 07 Nov 2015 and cancel the committee constituted for the purpose.
4. Meeting of IESM delegation is requested please at the earliest.
5. Hon’ble Supreme Court under its order dated 01 May 2019 has asked Min of Defence to call the petitioners Indian ex servicemen Movement (IESM), discuss and resolve the anomalies of OROP. The next date of hearing is 06 Aug 2019.

Above letter addressed to our defence minister Shri Raj Nath Singh is crystal clear, needs no further commission. As far MOD is concerned, they would love to delay any thing favourable for armed forces , that is in their DNA since inception.
ReplyDeleteNow question arises, whom to believe , our Defence Minister of the day or so called civilian class 1 officer on the task. It is well known, these officers are always work against armed forces since 1947. Do hope they follow already agreed term and condition of 5 years OROP equalization wef 1 Jul 19.
