MEETING WITH MD ECHS

13-04-22  Today at 10 am we had a meeting with MD ECHS at his office on the  points which were fwd in advance and were under correspondence .

The points discussed today are   :-

(1) ECHS ..full control to be restored back to HQs of  Armed Forces as it was before...and the orders to place ECHS under ESW to be reversed..

Reply:

Point has already been fwd to MOD . Very soon  decision is expected ie the erstwhile practice may be restored.

(2) ECHS Being a contributory health scheme GOI should exclude ECHS from its austerity measures:

Reply:

Case already fwd to MOD and a  decision is expected.

(3) Problems faced by ECHS Members due to shortage of funds , delay in payment to empanelled hospitals ,  unwillingness and non renewal of MOA by empanelled hospitals , delay in payment for individual reimbursement bills  and surrender of funds allotted at fag end of FY  2019-20 , subsequently less projections , less  demands, less  release of funds, the inputs received through RTI , requirement for enhancing the fund allocation and related issues:

Reply:

Points are  taken note of and action to release required funds to RC Chennai and Coimbatore is in progress..

(4) To review and reverse the decision on

 (a)  Impossing ban on taking over of land for C & D type ECHS PC (as gift, free by Govt , on payment )

(b) Ban on new buildings

(c) State govt wants the land back if not utilized.

Reply:

case fwd to MOD. A Positive reply is awaited.

(5) These above general ban gives a wrong indication that the ECHS   may get closed.

Reply:

No such proposal is in the offing . The scheme will not be closed rather actions are in progress to improve further.

 

(6) Request to open ECHS wards in the Military Hospitals:

Reply: Proposal fwd to MOD & reply is awaited.

(7) Proposal to procure medicine through Pradhan Mantri Jan Aushadhi Yojna.

Reply: point fwd to MOD and outcome is awaited

(8) Users point of views were not given due importance for 16/32/64 kb cards. Request not go in for any other new venture to change 64 kb cards ..as the users have no fresh advantage. Rather undue and avoidable running around by members to get new cards.

Reply: It is taken note of.

ECHS PCs / Stn HQs are facing problems in handing over the new cards to owners.

To this point it is suggested that helps from ECHS members and local ESM Associations can be taken for informing card holders and to issue the new cards .

(9) Request for increasing the upper age of non medical staff to be at par with para medical staff ..

Reply: case was fwd to MOD . Again it will be fwd .

(10) To review the authorization of the budget consuming /under utilized   equipments  like autoclave machine, 100 ma x ray machine etc needs introspection :

Reply: Point will be fwd to MOD

(11) Request for reviewing the  authorization of various items.

Reply : Case will be fwd to MOD

(12)  Projecting a case to GOI for separate budget allocation.

Reply: not considered due to varying reasons and due to the pluss points  of present practice.

(13) Request to project fund requirement to service HQs for ECHS from CSD Profits from the sale proceeds to ESM 

Reply:  Point Already fwd

 

(14) Request for visit of MD ECHS to Chennai and to have a meeting  with ECHS Members with an advance notice .

Reply: Noted. First the Dy MD ECHS will visit followed by MD ECHS .

Undersigned profusely thanked MD ECHS for having this meeting and for is positive response on almost all our points.

Meeting ended at about 11 am .
