Dear Affected Veterans of ACP Scheme,

The above guide explains in simple terms what ACP is and who are all eligible for ACP w.e.f. 07 Aug 2003.  I am attaching the same in this Website.

 Eligibility for ACP.

 2.      Every soldier is entitled for two promotions. Havildars who got two regular promotions are NOT eligible for ACP. Similary JCOs are NOT eligible for ACP.The possibilities are as described in the succeeding paragraphs.

 No Promotions in the Entire Service

 3.      Sepoys.  Since he did not get even one promotion, ACP guarantees two pay promotions as under if he is enrolled say on 01 Aug 1991: -

 

(a)   First Pay Promotion. He gets pay of Naik only on completion of 10 years from date of enrolment but it will be given from date of implementation of ACP i.e. 07 Aug 2003.

 

(b)   Second Pay Promotion. 

It is on completion of 20 years from date of enrolment i.e.01 Aug 1991 + 20 = 01 Aug 2011. This is mostly in the case of Sepoys of administrative trades like cooks, masalchis, waiters, barbers, safais, tailors, eqpt & boot repairer (EBR) etc. In this case he was Sepoy from 01 Aug 1991 to 07 Aug 2003 i.e. 12 years. His second pay promotion is on completion of 20 years i.e. 01 Aug 2011. It is not mandatory that the gap between first promotion (of 07 Aug 2003) and second promotion (of 01 Aug 2011) should be 10 years. In this case even though he puts in only 8 years, he still gets second pay promotion of Havildar / PO / Sgt.

 

(c)   Those Enrolled as Sepoys On or After 07 Aug 1983.

 

 If one was enrolled on 10 Aug 1983 and retired on or after 07 Aug 2003 with total service of 20 years with no regular promotion in the rank of Sepoy like in the administrative trades, then on 07 Aug 2003 he will get two pay promotions to the rank of Havildar and draw pension of Havildar on retirement.

 

4.      Direct Entry (DE) Havildars of AEC. 

 Same principle of two pay promotions apply. They are graduates and are appointed as Direct Entry Havildars in Army. Suppose a DE Hav got enrolled on 01 Aug 1991 and does not get even one promotion then, he is entitled for two pay promotions.

 

First pay promotion.

He will get pay of Nb Sub on or after 07 Aug 2003. Since he put 12 years of service, his first pay promotion is only from 07 Aug 2003, the date of implementation of ACP.

Second Pay Promotion.

 He will get his second pay promotion as Subedar on completion of 20 years i.e. 01 Aug 1991 + 20 = 01 Aug 2011.

5.      Direct Entry JCOs

 Same principle of two pay promotions apply.

 One Regular Promotion.    

 6.      If a soldier got one regular promotion (say from Sepoy to Naik / Leading Seaman / Cpl) and thereafter he was not given any regular promotion due to non-availability of vacancies on or after 07 Aug 2003, date of implementation of ACP, he is eligible to get one pay promotion to the rank of Havildar / PO / Sgt. Thus in his service he would have got one regular promotion + One Pay Promotion Thereafter, no more pay promotions as maximum limit of promotions is only two in ACP. For example a Sepoy got enrolled on 01 Aug 1991 got a regular promotion to the rank of Naik / Leading Seaman / Cpl on 01 Sep 1999, then he will get second pay promotion to the rank of Havildar / PO / Sgt on completion of 20 years from date of enrolment i.e. 01 Aug 1991 + 20 = 01 Aug 2022 (Not 10 years from first promotion). Thereafter he will get pension on retirement in the rank of Havildar. On the other hand if a Sepoy got enrolled on 01 Aug 1996 and he gets promoted to the rank of Naik / Leading Seaman / Sgt on 01 Aug 2004(after implementation of ACP w.e.f 07 Aug 2003), then if he does not get regular promotion, on completion of 20 years i.e. .01 Aug 1996 + 20 = 01 Aug 2016 he will get pay promotion of Havildar / PO / Sgt. On retirement he gets pension of Hav etc.  

 7.      Two Regular Pay Promotions.

 No more pay promotions in ACP.

(A)  ASSURED CAREER PROGRESSION (ACP) SCHEME FOR PBOR Effective w.e.f. 07.08.2003

 

Sepoys and equivalent will be granted first financial up- gradation in the pay scale of NK and equivalent after completion of ten years of service.The second financial up-gradation of ACP will come into effect to the scale of Hav and equivalent on completion of twenty years of qualifying service.

The PBOR may exercise option within one month of grant of ACP for fixation of his pay in the pay scale of Naik/Hav from the date of next increment in the existing scale, that date is to be indicated in the Part II order under “TO DATE” in col. 4.see- Appendix J format item 149 and 150.

Points to be observed granting ACP Scheme.

 

  • ACP DO II effective from 7.8.2003.
  • First financial upgradation to NK Scale after completion of ten years of service if no regular promotion granted during that period. Service is counted from the Date of Enrolment. PBOR should have been attested.
  • Second financial up gradation to Hav Scale after completion of 20 years service provided no regular promotions availed during the prescribed period

 134 PAY AND ALLOWANCES OF JCOs/OR

 

  • If a PBOR already got one regular promotion, second financial up gradation is due on completion of 20 years service, under the ACP Scheme.
  • If two regular promotions already granted during the 20 years of service, no ACP is admissible.
  • PBOR already completed 20 years of service with or without a promotion, second financial up gradation is admissible direct without the first ACP from the date of issue of MOD letter
  • Example: Date of Enrolment Rank :: 10.10.1980
  • Rank:  SepPay Promotion First : 07.08.2003 (Direct).

 Second ACP Date

 For PBOR already having service more than 10 years service but less than 20 years service on the date of issue of MOD letter without a promotion, first financial up gradation can be granted from the date of issue of MOD letter and the surplus service beyond 10 years can be reckoned for the completion of next ten years service for grant of second. In other words, the basic condition of completion of ten years service from the date of first for the second is not mandatory in this contingency.

 Example: Date of Enrolment : 10.10.1985.

Rank : Sep

First ACP Due : 07.08.2003 (No promotion granted till Aug 2003)

Second ACP date  : 10.10.2005 (20 years from date of enrolment).

(i.e. without completion of 10 years Service from the date of first ACP).


With the implementation of ACP for PBOR, Grant of TSNK will be limited to those who are not covered by the ACP.

Although, placement in first ACP is not treated as a promotion, it is felt that the appointment pay due to the PBOR (L/NK & TS L/NK) to be ceased on grant of ACP.

 If ACP is granted to a PBOR in the NK Scale of Pay and subsequently regular promotion is granted to the same rank, no further fixation of pay is due to the PBOR, which means the promoted rank updation in the IRLA with date is a formality.

In order to track the ACP promotion with the pay and allowances drawn, on grant of first ACP, the paid acting rank field in the IRLA will be updated as “ACPNK” for identification. The same procedure will be followed for second financial up gradation and paid acting rank field will be updated as “ACPHAV”. In these cases if the regular promotions are received, the Substantive rank fields will be updated with respective rank as SBNK or as the case may be.

Fixation under ACP scheme is purely personal and hence no financial upgradation is envisaged to set right the anomalies etc for senior personnel on the ground that junior personnel in the rank got higher pay scale under the ACP Scheme.

 Although ACPNK and ACPHAV are not treated as ranks, the fixation of pay and adjustment of Increments on these are to take place at par with the promoted ranks and hence the structure available in the system to be modified by including appropriate code values. Thus, it is proposed to be achieved by allotting 29 for ACPNK and 39 for ACPHAV. This is necessary to handle grant and cancellation of Promotions, ACPs, Increments and also re-drawl on receipt of any old DOs II.
