SPARSH- IDENTIFICATION OF TYPE OF DEFENCE PENSION

So far, we were able to identify the Types of pension by PPO numbers with Prefix/ Suffix

 

From India’s Independence

For example:  

Service pension………………….S/ 12345/84

Ord.Family pension……………  F/ NA / 12345/84

Special Family pension………   F /12345/84

Liberalised Family pension…    F/ BC / 12345/84

Diability   Element…………….    D/12345/84 or D/RS/ 12345/84

War Injury Element……………   D/ BC/ 12345/84   and so on

 

From 2020 Onwards


Then, the PPOs are digitalized by the EPPO. With 16 digits, each number indicating different characters’    

 

 For Example:      1 85 2016 00216. 

 

Where, No.1 for  Army, 85 for Code of AMC Record, 2016 year of discharge  and next 5 digits for running PPO number – Last 4 digits for Type of pension.  

 

 No.1 for Army    2 for Navy   and 3 for Air Force.

 

Example:  EPPO for

 

Ord, Family pension:             - 185201600216-3000

 Spl. Family pension:              - 185201600216-3300

 Liberalised   family pension - 185201600216-3700 

Likewise for all the types of pension.

 This was reasonable and every veterans and families understood.

 

From 2021 Onwards

Now, the New System SPARSH  has replaced both the previous  methods.

 Here , we cannot find out type of pension by the Number.   We can know only with the copy of PPO only.   There the original PPO is not mentioned.   No separate number for Army, Navy and Air Force- Only running serial number-

Comparing the previous system, SPARSH system is not appreciable.

 The LEGACY system had three component- PENSION SANCTION AUTHORITY (PSA),

 PENSION PROCESSING CENTER (CPPC) AND PENSION DISBURSING AGENCY (PDA)

 Now, as per SPARSH, there is only one, All in One system,  PSA, CPPC and PDA.

 All in one system from PCDA, Allahabad only.  

 The Pension account in the Bank will be as normal savings account with the normal customers. Pension will be credited by CDA, we can draw and go away.  Bank has no role to play in any discrepancy in pension matter.

 Any grievances, we have to approach SPARSH only , by way of  ONLINE .

 We know that, all , particularly widow pensioners are not aware of this  Smart Phones, they have to  approach  some outsiders  by spending money.  Sparsh says, there are so many CSC Common Service Centers through the country, but not yet established.

 

We observed Two case recently noticed In the new system of SPARSH:-

 

1.  One Subedar, Group-  24 yrs. of service, discharged in 2016.

 

His paper is Migrated to SPARSH, and he received the message, with User ID and Pass word in the month of November 2021..

 He followed the method and Logged in to the system and got his   SPARSH PPO copy.

 His Basic pension is mentioned as 30200 and other elements.  

 His pension was being credited to his account.  But he was receiving lesser amount as per original PPO.

 Now from the Month of April 2022, his Basic pension is reduced to 14613, no idea the reason for reducing. 

 The Sub tried to contact on all given Phone numbers but in vain. One learned Subedar has faced this problem, what will be condition for a widow pensioners.

 

2. One Naib Subedar, Group-X 20 yrs. of service, discharged in 2021.

 His paper is migrated to SPARSH, and he received the message, with User ID and Pass word in the month of April 2021...He followed the method and Logged in to the system and got his SPARSH PPO copy. He drawing his pension regularly.

 The above pensioner was expired on 20 June 2021. His spouse immediately inform the matter to SBI Rajapalayam, CPPC Chennai. The family pension is not credited to the widow for the last nine months. She communicated to her records and PCDA (P) Allahabad from th date of her spouse expired, But all of them keep silent. Then She approached ESWA,Kadayanallur for the above situation. We came to know that her pension account migrated with SPARSH. Then we intimate the death report and initiation of her pension through SPARSH website. Sparsh generated her PPO and entitlement of her pension letter, but her pension is not credited. Then she gave grievances through PG Portal. SPARSH issue a letter about her pension will be credited on the month of March 2022.Her PPO & the letter are given below:-

 

 Her problem is not solved as on date. The Family pensioner and our Association tried to contact on all given Phone numbers but in vain. Now also were gave a grievances through PG portal on 11/05/2022 vide the registration number DOPPW/E/2022/16155 and gave three reminders to them. But the status is saying “Under process“This is the condition for a widow pensioners.

 

Bank officials say, we have no idea about this.  We also came to know from some others that, the grievances mechanism is not responding.    THIS IS THE POSITION.

All our ESM associations may please pass on this information to our veteran brothers in their area.
