What was the Min of Def (ESW) doing since 16 Mar 2022 once the judgment was delivered on 16 Mar 2022?

Dear Esteemed Members,
Maj Gen Satbir Singh, SM (Retd) in his tweet at 1315 hrs of 16 Sep 2022 has informed that Hon'ble Supreme Court is pleased to give another extension of time till 16 Dec 2022.

Simple reason for another extension : Cabinet approval has not been sought. 

What was the Min of Def (ESW) doing since 16 Mar 2022 once the judgment was delivered on 16 Mar 2022? Has the revelation that they need to get cabinet approval for disbursal of arrears came to Min of Def only on 16 Sep 2022? 

CGDA if he is worth his salt would have from 16 Mar 2022 directed PCDAs to arrive at likely requirement of additional funds (a) if all are to be given arrears in one go or (b) if arrears are disbursed first to gallantry award winners and widows in one go and to rest in half yearly instalments. 
How much time is required to work out the additional funds required for disbursal of arrears of OROP - II from Jul 2019?

Cannot be a paper moved to the cabinet seeking approval of funds by 16 Jun 2022?
Why is the learned judge is so pleased to give another extension till 16 Dec 2022 when the Min of Def (ESW) asked extension till 16 Sep 2022? 

Cannot the learned judge ask Min of Def (ESW) when their own policy letter stated that OROP revision will be done every five years and when the next revision is due from Jul 2019, then what did the they were  doing from Jan 2019 to work out the arrears of OROP - II even if IESM has gone to the Hon'ble Supreme Court and even if the case is sub-judice? 

I wish the learned judge listened to the advocate of IESM more patiently and may be the decision would have been different.

What is the guarantee the Min of Def (ESW) will not go to Hon'ble Supreme Court citing some other reason such as lack of funds during fin year 2022-23 so ask one more extension to be given in fin year 2023-24 or 2024-25 etc?
I wish the learned judge give a thought to a simple fact:  many veterans have gone to their heavenly abode from Jul 2019 without enjoying their hard earned arrears of OROP - II.

The ones who eagerly await OROP arrears are (a) the widows of Sepoys, Naiks, Havildar and even JCOs and (b) Sepoys to Havildars. Now they are going to be the most disappointed lot. 

I must compliment IESM for waging a relentless battle.
