Min of Def (ESW) permits banks to pay pension to SPARSH migrated pensioners for three more months i.e. till end Feb 2023

Dear Sir,
Kindly see the document which Min of Def (ESW) permits banks to pay pension to SPARSH migrated pensioners for three more months i.e. till end Feb 2023. 
The Min of Def (ESW) thankfully knowing the problem of SPARSH migrated pensioners  who are unable to submit Annual Life Certificate due to problems in SPARSH itself have been magnanimous to permit such SPARSH migrated pensioner to continue to get their pension from their pension paying banks for three more moths i.e till end Feb 2023. That also means they have time to submit their Annual Life Certificate by end Feb 2023.
How kind is the Min of Def (ESW)?
If the Secy Min of Def (ESW) has the powers to extend this facility, then why not inform all in the first week of Nov 2022 and why only when December 2022 is just two days away?
You have to see the pain, frustration and anger in those SPARSH migrated pensioners who are not given their user id and password when they came to TSEWA Annual Life Certificate camp established in the premises of ECHS Polyclinic, Secunderabad from 15 to 30 Nov 2022. Their pension paying banks have asked them to get SPARSH id which they are unable to give hence the banks refuse to give them Annual Life Certificate as it is mandatory to quote SPARSH user id + 01 which becomes user name. Banks cannot upload the ALC in such cases if the user id of SPARSH is not there. 
If this is the efficiency of the SPARSH how are they going to remit monthly pension and give all other services which banks have been giving? This is left to your judgment.
