OROP-only for those who retired prior to Jul 2014 i.e till Jun 2014

Dear Col Muraleedharan Raja,
Thank you for WhatsApp message. 
OROP - I is only for those who retired prior to Jul 2014 i.e till Jun 2014. You retired in Nov 2014 hence you are not covered by OROP. The average pension of Colonel (TS & SG) for pensionable service of 33 years or more  in OROP - I w.e.f. Jul 2014 (for those retired till Jun 2014) is ₹ 36,130 pm. Suppose your coursemate retired in say Mar 2014 with 33 years' service even if his pension is say only Rs 32,000 it is hiked to average of Rs 36,130. Thus he gets the benefit of hike in his pension because his actual pension is less than Average. But this benefit is not given to those who retired anytime in the period from Jul 2014 to Dec 2015. 
That is the reason you got your actual pension only which is 50% of your last drawn emoluments at ₹ 34,675 because you are not covered by OROP. Therefore you will not get hike in pension to ₹ 36,130 pm. 
Whereas your coursemate with 33 years' service will get pension of  ₹ 36,130 (more than yours). 
This is an anomaly and is given to Justice L Narasimha Reddy to adjudicate. He submitted his report to Min of Def on 26 Oct 2016. Till date that report of Justice L Narasimha Reddy is put in cold storage. AFT Kochi gave Min of Def four months time to take a decision one way or the other (to either accept or modify or reject the report of Justice L Narasimha Reddy).
When you multiply with fitment factor of 2.57 your pension  w.e.f. Jan 2016 is only ₹ 34675 x 2.57 = ₹ 89,115 pm. Where as had you retired in Jun 2014 your pension in Jan 2016 would have been ₹ 36130 x 2.57 = ₹ 92,854 pm. Just bad luck. Do not blame your parents for giving you birth in November 
Now your pension for 33 & beyond years of service in OROP - II is Rs 1,03,700 + DR @ 38%.
Your question is : will I get arrears from Dec 2014 to Jun 2019?
You retired and your pension is 50% of last drawn emoluments which comes to ₹ 34,675 pm.
What you have to understand in OROP - I all those Cols / Capts (IN) / Gp Capts who retired in calendar year 2013 had varying amounts of pensions due to varying dates of promotions and drawn varying number of increments till they retired in 2013. Now someone will have highest pension due to larger number of increments (like Infantry who always get promotions two to three years compared to EME officer). So such earlier promotees get more increments and higher pay. Then their pension for same length of service is higher.  I am sure know like EME officer will have lowest pension due to delayed promotion for same length of service i.e. 33 years or more. Now the Average is = 0.5 x (Max Pension + Min Pension) which came to Rs 36,130 pm. All those whose pension was less than Rs 36,130 got hiked to Rs 36,130. Your coursemate who had similar length of service of 33 years of more also would be having his pension like yours at Rs 34,675 which is lesser than Average of ₹ 36, 130 pm when he retired prior to Jul 2014. Because his pension is less than Average of  Rs 36,139, Govt of India in its magnanimity hiked it from  ₹ 34,675 to ₹ 36,130. You are unlucky as you retired in Nov 2014. This difference in pension between Jun 2014 retiree and post Jul 2014 retiree will go on till Jun 2019.
If your coursemate is living very close to you, I suggest you go to him every evening without calling hem and force him to give you scotch on rocks with kebabs. You can fine him because he got higher pension than you from Dec 2014 to Jun 2019. This way you can take revenge on Min of Def who made this idiotic policy of OROP. 
Do not worry. Now you will get higher pension of ₹ 1,03,700 +DR from Jul 2019.

Hi Sir, Very Good Evening. A qry about OROP 2. I retd on 30 Nov 2014 as Substantive Col with 37 Yrs of service with pension of 34675. I was not given benifits of OROP 1 despite of Cols Junior to Me, who got promoted after Me but got retd before 30 Jun 2014. My pension got revised to 89115 in 7CPC&Further increased to 90450 as notional pay on 01 Jan 2016 in 7CPC. What will be My pension status now in OROP 2&Shall I get arrears  from 01 Dec 2014 to 30 Jun 2019?
