Dear Sir,


1.      I have completed with a lot of time the table of arrears of War injured officers Retained in Service and War Injured officers Invalided out of Service.

2.   Thanks to broad banding, I have to work the arrears of those who were granted 100% disability, 75% disability and 50% disability.
3.    The War injured soldiers are given two elements. One is Service Element (SE) for the service rendered and the other is War Injury Element (WIE) for the percentage of war injury approved by competent authority and injuryu is attributed or aggravated by military service. It took me a lot time to arrive at arrears on account of Service Element (SE) and then War Injury (WIE)
4. There are two types of War Injured Soldiers as under:-
(a) War Injured & Retained in Service. War injured soldiers are permitted to continue in service and keep getting their promotions. The WIE is 60% of Last Reckonable Emoluments (Matrix pay + MSP for those retired in 7th CPC). LRE is twice the pension. WIE for such War injured is 1.2 x Pension.
(b) War Injured but Invalided out of Service. The war injured soldier appears to be given a choice to continue in the service in spite of injury or get invalided. In invalided cases, they are given 100% of LRE which is 2 x pension.

5.      For working out the total emoluments from Jul 2019 to Dec 2022, you have to find out the increase in pension per month due to OROP - II (OROP II - OROP I) both on the SE and WIE. This is done as under for simplification of calculations.
6.      SE.   (Increase in pension due to OROP – II) x 52.26 (to include both arrears of basic pension and  on DR from Jul 2019 to Dec 2022).

7.      WIE.  

(a)  For 100%, DE if Retained in Service it is 120 % of Pension. Arrears from Jul 2019= 52.26 x 1.20 x Increase in pension per month.

(b)    For 75% it is 52.26 x 0.90 x Increase in pension per month.
©     For 50% disability it is 52.26 x 0.60 x Increase in pension per month.
8.      Total Arrears from Jul 2019 to Dec 2022: War Injured and Retained in Service (Table 97 of Min of Def (ESW) letter dt 20 Jan 2023

(a)    For 100% War Injury = 52.26 x (1+1.20) x Increase in Pension = 114.972 x Increase in Pension.

(b)    For 75% War Injury = 52.26 x (1+0.90)90 x Increase in pension per month = 99.294 x Increase in pension per month.

©     For 50% War Injury = 52.26 x (1 +0.60) x Increase in pension per month = 83.616 x Increase in pension per month.
9. Total Arrears from Jul 2019 to Dec 2022: War Injured and Invalided Out  (Table 107 of Min of Def (ESW) letter dt 20 Jan 2023

(a)    For 100% War Injury = 52.26 x (1+2) x Increase in Pension = 156.78 x Increase in Pension.

(b)    For 75% War Injury = 52.26 x (1+2.250) x Increase in pension per month = 117.785 x Increase in pension per month.

©     For 50% War Injury = 52.26 x (1+0.50) x Increase in pension per month = 78.39 x Increase in pension per month.
10. Sappers are lazy guys as they reduce complicated calculations into simple formaule. The table gives the revised pension to include both SE and WIE and also arrears from Jul 2019 to Dec 2019. If you find any mistakes in my calculations or understanding of War Injury (I am not a war injured soldier and not exempted from Income Tax), I request anyone to point out mistakes for my immediate corrective action.

11.    The data of 100% War Injury for all ranks for all QSs in my table and in the Table 97 & 107 of Min of Def (ESW) tallies. So I presume my table may not have many errors. Notwithstanding, I request the Helpline warriors to kindly check my working and if they find any mistakes, I request them to point it out in Red Colour.
