*ASSURED CAREER PROGRESSION (ACP) &*MODIFIED  ASSURED CARRIER PROGRESSION (MACP)*

Explanations of the ACP and MACP scheme for JCOs/OR. 

*Assured Career Progression:ACP* 

The Civilian employees complained to 5th CPC that they are not given any promotion in Central Govt service though they put in 30 to 35 year of service. They join a post / appointment and retire in the same appointment without getting any promotion. They complained that the Group A and B officers get time scale promotion at regular intervals while the same is denied to Group C and D employees. 

The 5th CPC understood the demand and recommended to the Govt of India that every Central Govt employee should be given two pay promotion even if there is no vacancy i.e. he will get higher pay after a specified period but will perform the same duty. Govt of India approved the ACP (Assured Career Progression) with effect from 07 Aug 2003.
 For Armed Forces personnel it was said after every 10 years, Sepoy will get pay promotion to the rank of Naik in the sense that he will perform duty of Sepoy but draw Pay and on retirement get pension of Naik. If he puts in 20 years' service then he gets pay of Havildar but continues to serve as Sepoy. On retirement they will get pension of ACP rank i.e. Sep ACP -1 means he gets pension of Naik and ACP - II Sepoy means he gets pension from Havildar. Only two pay promotions are permitted.

If a Sepoy is promoted to the rank of Naik by promotion cadre at service of 6 years,  he will get pay promotion of Hav only when he completes 20 years' service.

 Progression(MACP)*.

 The 6th CPC further improved ACP scheme by giving three pay promotions after every eight years. i.e. on completion of 8 years service Sepoy gets pay of Naik but performs the duty of Sepoy only , After 16 years' service he get pay promotion to the rank of Havildar and if he is able to put in 24 years' service he gets third pay promotion to the rank of Nb Sub but performs the duty of Sepoy only.

 This scheme was implemented initially from 01 Sep 2008. But veteran Balbir Singh Turn won the case in Hon'ble Supreme Court and got it pre poned the date of applicability of MACP from 01 Sep 2008 to 01 Jan 2006. Suppose a Sepoy becomes a Naik by regular promotion after putting in service of 6 years after passing the promotion cadre, he will not only get pay of Naik but also perform the duty of Naik. i.e. Sec 2IC. If he does not get promoted over next 8 years i.e. 14 years from date of enrolment, he will be given pay promotion of MACP - 1 Nk i.e. he will get pay of Havildar but perform duty of Naik only. Suppose he does not get promoted even after 8 years as pay Hav, he will be promoted to the pay rank of Nb Sub on completion of 22 years. He is called Nk MACP -II. He on retirement gets the pension of Nb Sub. 
The MACP scheme ensures one gets pay promotion after eight years in that rank. If someone does not get promoted on completion of 8 years, he will be given pay promotion to the rank of Naik but will perform duty of Sepoy only. i.e. by 16 years without any promotion he will get pay of Havildar and on completion of 24 years he will get pay of Nb Sub. On retirement he will get pension of Nb Sub. Suppose one gets promoted to the rank of Havildar by regular promotion on completion of 10 years of service then he will remain as Havildar for maximum period of 10+8 = 18 years and then he will be promoted to the rank of Nb Sub but will perform duties of Havildar only.
 

RT JCOs who are appointed as Nb Sub will get promoted to the rank of Subedar after 8 years, Sub Maj after 16 years and Hony Lt after 24 years of service. Same with Direct Entry AEC Havildars who get promoted to the rank of Nb Sub after 8 years, to the rank of Subedar after 16 years and to the rank of Sub Maj after 24 years of service but will continue to perform the duties of Havildar only.
MACP is extensively covered in SAI 1/S/2008.
