CSD Service Update 2024: Important Rule Changes for Liquor and Grocery

management has taken up many social initiatives to improve CSD services for servicemen and veterans. Detailed information on all these initiatives can be found here

Purchase
Food and Alcohol from Any URC No Resistance

You
may have experienced URCs of other Directorates denying access to CSD facilities on the grounds that a valid CSD credit holder does not belong to their Directorate. Now, CSD beneficiaries are allowed to purchase both food and alcohol from URCs across India.

Obtain
2 months’ alcohol and food quota in advance.

All
CSD beneficiaries can purchase 2 months’ worth of food and alcohol in a month. Yes, that is completely true and the CSD URC cannot deny it. This will reduce the workload and congestion in the CSD.

Abolition
of annual renewal of CSD smart cards

Annual
renewal of CSD smart cards for ESM, civilians and defense personnel has been discontinued. There is no need to renew CSD smart cards every year.

You can simply replace the card and a new card will be issued after 10 years. Simplified Card Application Process

Application
for CSD Smart Card should be "self-attested" and countersigned by the Canteen Offr itself.
Only copy of PPO/Discharge Book should be attached.
Now, there is no need to get the form signed by Zila Sainik Board or Station Comdt. So, if your card is more than 10 years old, it should be replaced now. Simply contact the nearest CSD where your card was last issued and your application will be processed only there. Assuming your existing or expired card was issued by Stn Canteen Siliguri, you will not be able to apply for a new card in Kolkata. You will have to visit Siliguri to get a new card. CSD should have an effective PAN-India based system that can mitigate this risk.

Smart Cards and BC NoK for War Widows

Free
CSD Smart Cards and BC NoK for war widows have been launched. No NOK is required to pay for CSD cards. Changes in purchase of AFD items in the last 2 years

Online AFD Portal for purchasing AFD CSD items like cars, bikes, TVs, ACs etc.

An online portal (https://afd.csdindia.qov.in) has been launched to enable CSD beneficiaries to purchase AFD-I items in a short space of time through a fully online, convenient and transparent process. Beneficiaries should avoid going to middlemen and smugglers who charge money for registration on the portal and demand generation.

Limits on purchase of four wheelers through CSD have been enhanced. Offrs can now purchase cars costing upto 20 lakh, JCOs upto 10 lakh & OR upto 8 lakh. Additional 5 lakh limit for purchase of EVs.

Wef 01 Sep 2023 CSD beneficiaries can buy 02 TVs and 04 ACs in block period of 04 years, instead of one in four years.

AFD-II items can now be bought from liquor & dependent cards also

Online Portal for CSD Smart Cards.

Existing CSD Smart Card holders can now apply for new cards online and get cards delivered by courier at their home address within 7-15 days through this Portal (https://csdsmartcard.co.in).  But due to some technical issue, the smart card application through online mode is not functioning.

Activation of CSD Smart Cards.  CSD Cards can now be activated from any Canteen instead of dependent/ parent Canteen.

Offr Cadets at Training Academies permitted ‘Personalised CSD Smart Card’ for purchase of grocery @ 5,000/- pm & AFD-II @ 20,000/- per yr.

Agniveers & students of Sainik/ Military Schools/ RIMC are permitted to purchase grocery @ 3,500/- pm through Steel Cards.

Newly Commissioned Offrs & Agniveers are issued grocery & liquor cards at respective  Training Academies & Centres on completion of training.
