    Dispute over army pay hike implementation referred to Attorney General

    After a tussle between Ministry of Defence (MoD) and Armed Forces over the 'interpretation' of the Supreme Court order on re-fixation of salary in accordance with fourth pay commission, the matter was today sent to Attorney General for his views on interpretation of the order.

    Defence minister, AK Antony, today, called a high level meeting at south block to solve the issue after Chief of Defence Staff, NAK Browne had written a letter to ABP News about the apathy of MoD in re-fixation of officials from the rank of Captain to Brigadier (and equivalent in Indian Air Force and Indian Navy).
    Earlier, Chief Of Staff Committee, in his letter, had pointed out the anomaly by MoD in misinterpreting the order. MoD has implemented the order ''as on 1/1/86'' while it should have been ''as effect from 1/1/86''.
    Antony said in meeting that Supreme Court order should be implemented in ''letter and spirit''.
    Meeting was attended by Chiefs of armed forces, Defence Secretary and other senior officials.
    Retd. Defence Officers Association had fought the case in Supreme Court after which the apex court had ruled in favour of the officials of armed forces.
    If implemented, this would benefit more than 45,000 officials (from the rank of Captain to Brigadier -- and equivalent in Indian Air Force and Indian Navy) of all the three forces.
    It would cost Rs. 1623 crores to exchequer and that is the reason MoD is reluctant to pay this amount.
