 It is  known that peaceful agitation by veterans has been ongoing at Jantar Mantar since February  this year. Last year, the Department of Defense released clarifications regarding the complaints and claims of various veterans organizations, which can be viewed on the DESW website. 

The Ministry of Defense has ignored complaints and anomalies pointing to existing rules and regulations of its own making. It should be noted that all the complaints and demands were against the discriminatory rules, regulations and policies of the Defense Ministry, which  veterans groups say are anti-jawan. 

Equal MSP and Time Bound Promotion can only improve pension of Jawans


In last Sunday's agitation broadcast in Haryana, veterans' organizations said that the government agency has issued a letter stating the abnormal situation in OROP, discriminatory promotion policy (time-limited promotion only for officers, triple MSP rate  for officers). said that the complaint was deliberately dismissed without any resolution.

 Notification will be given on  July 20, 2023. Even bureaucrats are unaware that the morale of soldiers is  affected when veterans are deprived of their legitimate rights. The series of agitation programs and ESM rallies will continue until the government properly investigates the problems and anomalies in the policies regarding salaries, pensions and promotions of jawans.

 However, despite submitting numerous statements, the Ministry of Defense has  shown no interest in consulting with veterans associations or  ESM organizations. So far, no committee has been set up to consider the demands of  veterans groups. Disciplined veterans will now take to the streets of India's capital to show that the movement against injustice continues among them. Key demands of  veterans include: 

(a) Appropriate pension amendments on the basis of ``same hours, equal work, equal pension'' - with the purpose of providing relief to employees who are at a very young age and have not fully retired with a nominal pension amount; , a scheme introduced by the NDA government in 2015. In fact, they have a chance to be rehired. However, it found that  70% of executives who typically retire after the age of 56  benefited from a significant increase in their pensions. In contrast, only 10% of jawans/JCOs received benefits under the enhanced pension scheme where the increase amount exceeded 10% of their previous pension. Therefore, an analysis of statistical data revealed that improved pensions were implemented and policies and measures were developed to fix pensions so that benefits were provided only to the so-called elite class. The request of the Veterans shall be made by fixing the pension at the highest pension amount received by  the Veterans of the concerned rank/service  on the relevant date in order to determine the enhanced pension which can extend the benefit only  to Jawans/JCOs. be.

Commissioned officers are getting benefited because of the time bound promotion allowed to them only since 2002. As a result the pension of the retired officers is also fixed at too higher range and the average pension which is set as a matrix for OROP is also fixed at higher slab. Accordingly most of the officers who have been retired at least 10 years ago have benefitted with huge increases in their pension.

So, formula for fixation of OROP slab is also required to be different from the Commissioned Officer. To resolve the issue govt has only two options :

Option – 1 – Determine the OROP Pension table as per highest pension drawn by the veteran of any rank/service and not must NOT average the highest and lowest pension.

Demand for 3 Promotion within 13 years of service for Jawans

Option – 2 – Introduce Time Bound promotion as suggested below :
First Promotion after 3 years from Attestation – Nk
Second Promotion after 6 Years from attestation – Hav
Third Promotion after 13 Years from attestation – Nb Sub
Promotion scope to Commissioned Rank as proposed below :


Limited-time promotions should not be subject to ACR standards. All employees are promoted to sub (TS)  after 24 years of service. MACP for defense personnel should be abolished. Selection level for promotion to sub after 17 years of service, in sub rank he will be promoted to sub major after 4 years to all subdar (selection). Honey rank should not exist. After 5 years of service in JCO cadre 3, they should be given an opportunity to be selected for SCO, PC/SL and Administrative cadres through  written examinations conducted by UPSC and later by SSB.


 Her 40% of commission officer positions should be filled  by promotions from the JCO cadre. After selection, all promoted officers undergo one year of training  at IMA. NCEs should be employed to perform all  tasks that workers can perform (food collection, janitorial work, area cleaning/maintenance, volunteer helpers, etc.). - Keeping in mind the continuous workload, limit his 20% of the peaceful Jawan and replace the field station with her NCE. 

A large number of jawans are then used for administrative duties, especially for supporting the officers' families and the officers' miscellaneous duties. Considering the changing scenario of socio-economic bonding, Indian Ministry of Defense needs to constitute a committee to look into the demand for experienced jawans/JCOs so that it can build a strong Army that meets the needs of the times. there is.
