Dear Members

IESM thanks all well meaning veterans who are advising IESM (Indian Ex-servicemen Movement) to maintain restrain and postpone the agitation. IESM would be glad to keep on hold all agitation activities if even one veteran can confirm  that he has reliable inputs that Government will give full OROP without any dilution. PM has given his firm commitment to OROP. RM has also given his commitment for OROP. OROP is a statute, it has been passed by two parliaments, it has approval of all political parties. More than 50 questions have been asked in both houses of Parliament. RRM has given the statement in the house confirming the definition of OROP. Ex Defence Minister Sh Anthony had issued executive orders for payment of OROP dues to ESM in Feb 2014 ( It was not done by MOD without giving any reasons). Does anybody have a convincing reason why OROP notification has not been issued so for? If the Govt was short of funds (IESM feels that there is no shortage of funds) they should have issued the notification or even a statement that Govt accepts the DGL proposed by the Service Hq but will make the payment in next year with dues of 2014 also. This would have communicated to world good intentions of Govt and given confidence to ESM that their interest will not be compromised by the Govt. Veterans who wish to believe to believe the grapevine that OROP will come soon, can do so on their responsibility, but IESM does not wish to rest in peace only on hunch of some senior veterans and the news from grapevine. IESM would like to make plans only on solid/reliable information. IESM had  done lot of brain storming and then arrived at the decision to start agitation from 3 Dec 14 to 16 Dec 14. Many senior veterans had advised to delay but IESM did not heed to their advise. However IESM saw merit in the advise of Sh Rajeev Chandrashekhar MP, who promised to arrange a meeting with RM. IESM received lot of flak from members for postponing the planned agitation. 

IESM delegation met RM on 9 Dec 14 and was happy to report positive approach of RM. IESM delegation was buoyed that RM has confirmed that he had got his mind clear on all issues of OROP and the notification will be issued soon, may be within one month. IESM got worried when within few days there were contradicting statements coming from MOD that it would not be possible to give 100% satisfaction to ex-servicemen and they will have to be content with 80% satisfaction level. IESM strongly believes that this was a deliberate leak to gauge the reaction of ESM in the event of issuance of less than 100% OROP.  IESM wanted to believe that these statements are only communication gaps/misreporting and had not come from RM. IESM requested for a confirmation of the statement or  contradiction of the statement from MOD in various communication. IESM even requested for a meeting with RM but got no reply from MOD. IESM does not know the truth whether RM is intending to issue full OROP or truncated/diluted OROP. How can ESM sit back and watch their dream of OROP being shattered in bureaucratic morass/quagmire. Whom will we blame if full OROP would not be released?  Ex-servicemen fully well know the bureaucratic procedure that if a government letter is out (with diluted definition) it would be well nigh impossible to get any amendments issued later.  We all know that 57 anomalies of 6 CPC are still going around in circles in south block for the last 10 years with no solution in sight. IESM does not want to feel bad later that ESM were denied once again full OROP just because we did not send a strong message to Government. THIS RALLY IS PLANNED TO CONVEY COMBINED WILL OF VETERANS, TO REMIND THE GOVERNMENT OF THEIR PROMISE ON OROP. RALLY IS NOT PLANNED TO CONFRONT TO GOVERNMENT

IESM would not like to go by hunch of some of the senior veterans that full OROP is round the corner and agitation approach at this time might annoy Govt. On the contrary IESM believes it is the right of ESM to project their demands with conviction and ensure that there is no dilution of OROP. IESM would welcome a positive statement from MOD or a meeting with RM to put at rest the growing doubts in the mind of Ex-servicemen and also to contradict reports in media.  IESM discusses threadbare all the issues and then takes a decision. IESM is firm on the following.
  1. A Maha rally of ESM will be held at 1030h on 1 Feb 2015 Sunday at Jantar Mantar to send a strong message for this undue delay in issuance of notification of OROP.
  2. IESM will not accept any dilution of OROP.
  3. ESM from all over India and abroad will participate in the rally.
  4. IESM will also return another tranche of Gallantry Medals to President of India on 1 FEB 2015. 
  5. IESM will present a Memorandum to President of India and PM of India.
  6. Similar rallies will be held in other major cities of India on 1 Feb 15 and memorandum will be submitted by ESM to DC for onward transmission to Government. 
  
IESM REQUESTS ACTIVE PARTICIPATION FROM ALL ESM and ESM ORGANIZATIONS AND SINGLE MINDED FOCUS TO ENSURE ARMED FORCES GET 100% OROP 
IESM REQUESTS ALL VETERANS TO JOIN THE RALLY IN LARGE NUMBERS. VETERANS FROM 10 STATES HAVE CONFIRMED THEIR PARTICIPATION
CONVENERS ARE REQUESTED TO ARRANGE SIMILAR RALLIES IN THEIR AREA.
PLEASE CONTRIBUTE FUNDS LARGE HEARTEDLY FOR THE SUCCESS OF RALLY PLANNED ON 1 FEB 2015.
