Col Ashok Kumar put up the letter of Army HQ on the advance purchase of CSD items i.e. one can buy two months quote of liquor and grocery in one month. The same is attached. I thank Col Ashok Kumar for this help.
In nut shell what is say if an officer is entitled for 10 units of liquor in Jan 2023, he can buy 20 units in Jan 2023. Then he can buy his next quota only in Mar 2023. Second if the officer buys 12 units of liquor in 2023, then he can buy balance 8 units in Feb 2023. But if he buys only 8 units (less than his authorisation) then two units which he did not buy in that month are lost. So buy more so that CSD HQ earns more profits.
Similarly if an officer grocery limit is Rs 11,000, then he can buy grocery of Rs 22,000 in a block of two months i.e. Jan & Feb 2023. A block of two months commences from Jan & Feb 2023.
But the grocery one can buy (like I do ) in liquor card (I can buy grocery items of Rs 2,500 every month). I can not buy Rs 5,000 worth of grocery in advance. So this facility cannot of double purachase of groceery in one month in liquor card is NOT permitted. . Similarly the AFD items are also not permitted for double purchase in one month.
