OROP payment will go past July 2024

Dear Veterans
Your incessant support to stand of IESM has borne fruits and five yearly equalisation of OROP has been released by Govt on 23.12.2022. Arrears payment will be made to veterans and families in four instalments after every six months. OROP payment will go past July 2024. 

Equalisation was due since 1.07.2019 but the Govt had been delaying it without any reasons even despite very clears order of HSC. Notwithstanding that announcement by Govt for release of equalisation arrears of OROP is a welcome step and IESM thanks GOI on behalf of all veterans. 

Fight for correct OROP was started by IESM with support of 25 Lakh veterans and families in 2008. Many rallies were conducted to present the case of OROP and finally UPA Govt issued full OROP on 26 Feb 2014.  

Honourable Narendra Modi ji , nominated PM candidate of NDA, in a rally in Rewari on 15.09.2013 had promised full OROP asap NDA Govt is formed at center. NDA Govt took oath on 26.05.2014. Veterans expected that full OROP will be released soon and waited patiently. Govt did not issue any orders for release of OROP as promised. IESM was then forced to start agitation pan India and at Jantar Mantar Delhi for release of OROP. Govt then issued orders for OROP on 7.11.2015. 

However NDA Govt changed the definition of OROP and reduced its reward vide letter dated 7.11.2015. As per this letter dated 07.11.2015, OROP was effective from 01.07.2014 and due to be equalised every five years. Next equalisation was due on 01.07.2019. Govt delayed equalisation of OROP payment on minor grounds till HSC vide judgment dated 16.03.2022 ordered Govt to pay the equalisation of OROP arrears within 3 months by 16.06.2022. Govt failed to pay the arrears of equalisation of OROP by 16.06.2022 and requested HSC to grant extension by 3 months for arrears payments. Govt counsel had confirmed to honourable judges that 
1. All actions for payment of arrears have been completed. Only cabinet approval is awaited and it will come very soon. 
2. Arrears payment to all veterans and families will be released asap cabinet approves the expenditure. 
HSC granted six months to Govt till 15.12.2022, against the request of 3 months, for payment of arrears. In the interim many thousand veterans and families died facing acute financial issues and waiting for their legally due arrears. 
GOI on 14.12.2022 filed an application for further extension of time giving reasons that more time is required by CDA for making the tables for calculation of arrears. IESM has also filed an application in HSC on 15.12.2022 that Govt has not paid arrears to veterans, as ordered by HSC, who have sacrificed their life for the safety of nation and requested HSC to direct the Govt to release full payment of arrears without any delay. 
IESM requests Govt to honour its commitments to veterans and make payments of arrears, due since 1.07.2019, asap latest by 31.03.2023.
IESM lawyers will argue for 
1. Payment of arrears immediately. 
2. In case any extension is grated then interest for delayed period @ 10% be given to veterans 
3. Deferred payments by two years is not acceptable. Because next equalisation will be due on 1.07.2024.
