SPARSH - widow not getting her pension

Dear Sir,
I got a pathetic case of Smt Devika Sekar wife of Nk P Sekar of Brigade of Guards who unfortunately passed away on 14 Jul 2022. Since five months have passed Smt Devika Sekar is unable to upload the death certificate and initiate family pension claim. I do not how she is living with her two children in the absence of family pension. In the legacy system, she would have got her family pension just by submitting the death certificate to the bank. Thanks to SPARSH and digitisation which is supposed to speed up things, widows are suffering for longer periods without family pension.
I lodged a CPENGRAMS complaint on 08 Dec 2022 before I proceeded to PCDA (Pensions) Prayagraj on 12 Dec 2022. I got a reply from PCDA (Pensions) Prayagraj on 23 Dec 2022 today (29 Dec 2022). The same in PDF is attached. 
No empathy to the widow. You keep uploading the death certificate and you expect the poor widow in a village to initiate family pension claim. Then the standard reply is Go to CSC available in every village.
 The CSC  guys know nothing and they are just post offices. Are they computer literate and capable to upload documents when Record Offices, banks and DPDO are unable to upload any document.
I do not know what is the solution.
