Revised Pay Fixation Order of Reemployed Ex-servicemen : Direct letter to Finance Minister

The matter has been accepted by the DOP&T and further approached to the Ministry of Finance for final approval at the beg.  The draft policy has been formulated by DOP&T after consultation of all stake holders in 2017 and the approval is pending since then. Even after a laps of 5 long years the revised order is still waiting for approval of Ministry of finance.

 All India Re-Employed Ex-Servicemen Association (AIREXSA) has submitted a representation regarding consolidation/revision of CCS (fixation of pay of re-employed pensioners) Rules and delay in the process of finalization of the same to Shir Nitin Gadkari ji, Hon’ble Minister of Road Transport & Highways, seeking his valuable initiative to release the revised Pay Fixation order by MoF.
The Hon’ble Minister of Road Transport and Highways has further approached the Hon’ble Finance Minister Smt. Nirmala Sitharaman ,  duly described all the details as given in the representation of President, AIREXSA.  The Finance Minister has been requested to consider the matter at that end and extend best possible relief to the members of AIREXSA as per rules with due verification.

As represented in the letter of President, AIREXSA, due to active personal intervention of Shri Nitin Gakari ji, Hon’ble Minister of Road Transport and Highways, DOP&T had forwarded the  File of  “pay fixation of re-employed pensioners” to Department of Expenditure, Ministry of Finance for financial concurrence on the subject matter in the second week of July-2022. Subsequently, there has been no positive action taken by the Dept. of Expenditure, Min of Finance till date.  As per the latest information received by AIREXSA,  Dept. Of Expenditure is studying the matter and it is not known as to when they would  grant financial concurrence . In this regard it is pertiment to mention here that DoP&T had forwarded the draft CCS (Fixation of Pay of Re-employed Pensioners) Orders, 2019 to Dept of Expenditure way back in the year 2020 for necessary approval. However, after seeking various inputs from AIREXSA and studying DoP&T’s proposal in detail, the file was returned to DoP&T (after a long lapse of nearly 9 months) with a direction to seek comments/ suggestions and certain other information from Dept of Ex-servicemen Welfare (DESW) and DoP&PW.

Upon receipt of the comments/suggestions and information from DESW and DoP&PW, and personal intervention of the Minister, the file has now been forwarded to Dept of Expenditure. Approval by the Dept of Expenditure is now getting delayed for reasons unknown to the members of AIREXSA. It is indeed sad and shocking to learn that the matter, which was already studied in detail on the previous occasion, is still “under study”.

The president AIREXSA has brought to the notice of the minister that Dept of Financial Services under the Min of Finance has issued guidelines for fixation of pay of ex-servicemen re-employed in Public Sector Banks, Public Sector Insurance Companies, Public Financial Institutions, IRDA, PFRDA and Reserve Bank of India through a circular No. 4/3/2012-Welfare dated 17th February, 2014 (copy enclosed). These guidelines have incorporated DoP&T’s CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 further amended vide OM dated 05.04.2010, wherein re-employed ex-servicemen are granted “pay protection” in their re-employed post in the above stated organisations.

The association  has humbly requested  to the Hon’ble Minister of Road Transport and Highwaysto approach Smt . Nirmala Sitaraman, Honorable  Finance Minister of India and request her to direct Department. of Expenditure to accord early financial concurrence, so that DoP&T can finalize the matter as early as possible.  

The association has also requested that an early action in this regard will go a long way by granting the proposed benefits to a large number of ex-servicemen re­employed in various ministries/departments of Govt. of India, who have been patiently waiting for the past 5 years.  It is expected that a favorable action will be taken by the ministry as soon as possible.
