The Exservicemen Contributory Health Scheme (ECHS) is a benefit scheme that provides comprehensive health care to veterans (ESM), their families, and widows. The scheme covers various categories of beneficiaries including persons with disabilities living under the Persons with Disabilities (PWD) Act, 2016. These dependents can apply for a white card, hence they are entitled to ECHS benefits. Smart Card is a type of ECHS smart card issued to the dependents of Ex-Servicemen (ESM) with disabilities covered under the Persons with Disabilities (PWD) Act, 2016 or under authorization independent of the Ministry of Defense (MoD). 

A white card entitles them to ECHS benefits. White cards can be applied for online through the ECHS website, and each institution must verify that they accept the specific process. The white card is valid for the life of the resident until the disability is cured, whichever occurs first. However, applying for a white card is not easy. This requires special permission from the Ministry of Defense (MoD) and authorization from the ECHS center management. 

How to apply for  white card for persons with disabilities under ECHS:

 Step 1: Check whether the dependent is covered by the Persons with Disabilities Act, 2016: The Persons with Disabilities Act, 2016 defines a person with a disability as a person who is physically, mentally, emotionally, or mind. The bill also deals with  21 types of disabilities, such as blindness, deafness, autism, cerebral palsy, and others. If a disabled person falls into one of these categories, they are protected under the Disability Act 2016 and can apply for a white card. (The 2016 Act on Persons with Disabilities includes 21 types of disabilities, including: blindness, low vision, acquired leprosy, hearing impairment (deafness and hearing impairment), of movement, dwarfism, intellectual disability, mental illness, autism spectrum disorder, Cerebral Palsy, cancer, chronic cancer, special learning disability, multiple sclerosis, speech and language disorders, thalassemia, hemophilia, sickle cell disease, many disabilities including deafness, acidosis, poisoning and Parkinson's disease. 

Step 2: Apply for Special Provisions to the Ministry of Health: If the dependent is not covered by the Disability Act 2016, but suffers from a disability or serious illness that requires special care, the ESM requests the Ministry of Defense for a specific project. punishment. The ESM should submit an application to the  ECHS center management along with all  supporting documents such as medical reports, disability certificates, etc.  

Step 3: Apply for  white card online: After receiving special permission from Ministry of Defence, ESM can apply for  white card online through  ECHS website. The ESM must select the disability as a "Special Decision Case" and submit an investigation report from the Ministry of Defense. Applications are approved by the Records Office and the Director of Operations & Coord (Dir Ops & Coord) of the ECHS central administration. If approved, a white card will be printed and sent to the ESM. 

Step 4: Download provisional orders offline: Once ESM verification is done, you can also download provisional orders offline  from the ECHS website. Once signed by the Central Inclusion Clinic Authority (OKI), the  temporary order will begin. 

Temporary cards are valid for 64 weeks, until you receive a white card, whichever comes first. ESMs and their citizens must verify their identity when receiving temporary orders. By following these steps, ESMs can ensure that their persons with disabilities receive the appropriate supports and benefits under the ECHS. 

With the white card they can use the health facilities and services provided by the ECHS throughout the country. This is an important step to ensure the well-being and dignity of the families of people with ESM disabilities.
