Submission of Life Certificate & Problems with SPARSH

Dear Veterans,,

A lot of queries are coming on SPARSH. Some Veterans have not got the pensions for Dec 2022. We have informed all of you that there are a number of glitches in SPARSH Software. I am giving important points on the status of SPARSH below, once again:

1. PCDA (P), Prayagraj has informed that 19.80 lakh Pensioners have been migrated on to SPARSH platform as on date.

2. They have acknowledged that there are a number of glitches in the software which have to be resolved.

3. A decision has been taken not to migrate any more pensioners to SPARSH till end Mar 2023 or till all the glitches are resolved whichever is earlier.

4. All the glitches reported / seen are being rectified by the software developer TCS.

5. All corrections in the PPOs and other data will be taken up only when the system is fully stabilized.

6. No requests for correction of any data in SPARSH will be attended to till end Mar 2023.

7. No pension of any Veteran will be stopped due to incorrect data as of now.

8. In case any pensioner is not receiving the pension, the cases should be reported centrally by TSEWA HQ for immediate attention and action.

9. All pensioners who have been migrated to SPARSH should re-submit the Life Certificate afresh within two months if they have not received acknowledgement from SPARSH. 

10. All others who are not yet migrated should submit the Annual Life Certificate immediately through the existing legacy system / procedure, if not already done. They should once again submit Life certificate soon after they are migrated to SPARSH.

11.  As of now, problems with the Bank, CPPC or Record Offices are not be sent to PCDA.
 
12. Cases pending with PCDA pertaining to issue of PPOs by PCDA will also be given priority.

13. It is not possible for PCDA to attend to e-mails sent by individuals on various issues. These should be centrally routed through TSEWA HQ which has established a working system to redress all urgent grievances as explained above.

As per Advisory from SPARSH, even if you have given Your Life Certificate to your Bank before you are migrated, you are once again required to give your Life Certificate to SPARSH through Jeevan Praman.

If the Life Certificate is not submitted, your pension will be stopped after 31 Jan 2023. While submitting Life Certificate after migration to SPARSH, the following points should be borne in mind:

    (a) Show your pension Disbursing Agency as SPARSH / PCDA (Pensions) Prayagraj

    (b) Type of Pensioner: Service (Pull the drop down menu and click the correct menu as shown i. e     Service for Ex-Serviceman and Family for Family pensioner.)

    (c)  Pension Sanctioning Authority (PSA): PCDA(Pensions) Prayagraj for Army Pensioners / PCDA        (Navy) Mumbai for Naval pensioners and Jt CDA (AF), Delhi Cantt for IAF pensioners.

    (d) PDA: SPARSH /PCDA (Pensions) Prayagraj.

    (e) Agency: SPARSH /PCDA (Pensions) Prayagraj.

Then inform through Defence Pensioner's Contact Centre (DPCC) at Prayagraj that you submitted your life certificate to SPARSH, through e-Mail:  liaision1986@gov.in Please confirm from him whether your life certificate has been received by SPARSH or not. 

If you have not received user id and password but already migrated to SPARSH, it means that you did not give your mobile number to your bank or you have changed your mobile number and not informed the Pension Bank earlier before Migration to SPARSH.  If you do not have the User ID and Password of SPARSH, go to SPARSH home page through Google and in scroll see "GET YOUR USER ID AND PASSWORD". Click on that and enter your particulars. You will get user id and password into your mobile. Without the user id and password, you cannot log into SPARSH. 

You can go to selected SBI Banks which are nominated as SPARSH nodal Centers or DPDO or Zilla Sainik Welfare Office or Colonel Veterans of Sub Area. They will also help you in submitting the Life Certificate.

TSEWA does not have huge Manpower to undertake the above tasks. At this point of time, cases of stoppage of pension will only be taken up and not corrections in PPO or Submission of Life Certificate etc. The following documents have to be sent to TSEWA in case of stoppage of Pension after the pensioner has been migrated to SPARSH:

1. PPO Copy
2. First Page of Bank Pass Book
3. Aadhar copy
4. Mobile Number / e-mail ID (If available)
5. First Page of Discharge Book (For JCO/OR only)

Any Member of TSEWA or Non-Member whose pension has been stopped after migration to SPARSH have to send the above documents to the following e-Mail IDs Giving the full Name, Rank, Number and contact Number:

In case you are not migrated to SPARSH and your pension is stopped, then you have to resolve this directly with your pension Bank and CPPC of the Bank.
